Abstract(s)
Teoricamente, o enquadramento da Educação Ambiental – EA no ensino deverá proporcionar o debate de questões e estratégias educativas com vista a estimular os cidadãos para a tomada de decisões sobre os problemas que os afetam. O objetivo deste trabalho é realizar uma incursão pela Política e Educação Ambiental em Portugal. A metodologia assentou numa pesquisa bibliográfica sobre a temática e consequente revisão da literatura. Estruturalmente, delimitou-se a política ambiental em Portugal em quatro fases: antes de 25 de abril de 1974; entre 25 de abril de 1974 e a adesão à Comunidade Económica Europeia – CEE; da adesão à CEE até ao ano 2000; e, a partir do novo milénio. Concluiu-se que, desde a Revolução dos Cravos (1974), Portugal formou 21 governos e um frenesi de instituições governamentais, pelo que uma estratégia de EA rigorosamente planeada seria de difícil execução. As organizações não governamentais têm cumprido uma função determinante na planificação de atividades de EA, adiantando-se constantemente aos governos no avanço de propostas corajosas. Pode-se afirmar que embora a EA esteja presente nos currículos programáticos das escolas desde a década de 80, atualmente, a participação dos cidadãos nas questões ambientais é ainda reduzida. Reconhece-se, todavia, que a consciência pública saiu enriquecida das conferências e ações nacionais e internacionais sobre EA.
Theorically, the national policy that outlines the Environmental Education – EE in teaching should enhance the debate of issues and educational strategies based on an organizational structure to stimulate citizens to make decisions about issues that affect them. This study goal is to make a foray through the history of EE in Portugal. Methodologically, it was made a search and subsequent review of the literature on the topic. Structurally, the environmental policy in Portugal was delimited in four phases: before 25 April 1974; between 25 April 1974 and the entry of Portugal into the European Economic Community – EEC; since the entry into the EEC until the year 2000; and the new millennium. It was concluded that a rigorously planned environmental education policy would be difficult to implement given the lack of political stability subsequent to the Carnation Revolution, (1974) reflected in 21 governments and a restructuring frenzy of governmental institutions. Non-governmental organizations have fulfilled a decisive role in the planning of EE activities, constantly heading up to governments and advancing bold proposals. Despite EE being present in programmatic curricula since the 1980s, at present, the citizen' participation in environmental issues is still minimal. However public awareness was enriched and strengthened by national and international conferences on EE.
