Information asymmetry continues to be a significant market failure in consumer relations, especially in peripheral regions characterised by low literacy, weak institutional presence, and limited access to specialised support. In these contexts, consumer vulnerability not only hampers market efficiency but also undermines equity and access to justice. This extended abstract draws on the policy instruments framework proposed by Weimer and Vining (2017) to analyse the role of local government in addressing information asymmetry through municipal consumer protection policies, focusing on the municipality of Mosteiros, Cape Verde, as a case study. The empirical research involved a questionnaire survey administered to 308 residents between April 21 and May 3, 2025. The results reveal significant gaps in consumer literacy and institutional awareness: 29.5% of respondents are unaware that consumers have legally protected rights, 33.4% have encountered consumer-related problems in the last 2 years, and 69.8% do not know of any institutions that can assist with conflict resolution. However, the findings also indicate strong support for local intervention: 86.7% of participants believe it is important to establish a municipal consumer information and support service, and 76.3% stated they would use such a service in the event of a conflict. This paper argues that municipal action can play a vital role in addressing informational imbalances, boosting consumer literacy, and enhancing access to justice in settings with weak institutions. It concludes by discussing the establishment of a Municipal Consumer Information and Support Service as a locally-focused policy instrument aligned with effective governance and citizen-centred public action.
