  • Motivations of literary tourism in northern Portugal

    The purpose of this study is to identify the motivations of literary tourism consumers in the northern region of Portugal. The aim of this information is to contribute to the development of literary routes and the promotion of the region's cultural and literary heritage. We hope to contribute to the promotion of tourism policies geared towards the development of new products and experiences, based on the identity and specificities of the different territories involved, with relevant authors and works.
  • Descentralização de competências na educação: perceções e impactos na Comunidade Intermunicipal do Alto Tâmega e Barroso

    A descentralização de competências na área da Educação em Portugal, como em todas as áreas, tem sido um processo de crescimento gradual e complexo, distinguido por várias reformas legislativas, políticas e administrativas, destacando-se a Lei n.º 50/2018, de 16 de agosto, que estabelece o quadro de transferências de competências para as autarquias locais e para as entidades intermunicipais. Este trabalho tem como objeto principal o estudo e a análise do impacto da descentralização de competências na área da educação na Comunidade Intermunicipal do Alto Tâmega e Barroso (CIMAT), nomeadamente nos concelhos de Boticas, Chaves, Montalegre, Ribeira de Pena, Valpaços e Vila Pouca de Aguiar, com o objetivo de compreender a perceção dos atores envolvidos (municípios, escolas, comunidade educativa) sobre as vantagens e desafios deste processo.

    O desporto assume um papel determinante para a sociedade atual quer a nível do desenvolvimento social, económico e cultural, mas também para a promoção da saúde e bem-estar do indivíduo. As políticas públicas locais são fundamentais para o desenvolvimento desportivo, pois é a Administração Pública, em particular as autarquias locais, que apresentam uma maior proximidade com os seus cidadãos têm uma maior perceção dos problemas e das suas necessidades.
  • Improving Public Financial Management: International Comparisons of IPSAS-Oriented Accrual Reforms

    In the last decades several countries across the world have been reforming their public sector accounting (PSA) systems to include accrual-based accounting and financial reporting, and in some even IPSAS. In the EU such reforms are particularly interesting, given the importance of harmonized PSA to sustain comparability between Member States’ financial condition and fiscal policies. Italy and Portugal are two countries interesting to compare, because despite similar administrative cultures and both with some experience with accrual accounting in the public sector, the recent trajectory towards adopting the IPSAS has been quite different in these countries: Portugal was front runner, while Italy is resisting to the PSA international harmonization process. This paper analyses the institutional arrangements that have been marking PSA reforms in the last decades in both countries, in order to understand whether and how they are affecting the current path towards IPSAS.
  • Sustainable tourism in protected areas: Perceptions of residents and local communities of Tua Valley Regional Natural Park

    Purpose – The development of sustainable tourism is a collaborative effort that contributes to the protection of nature and maintains the economic, environmental, and socio-cultural dimensions crucial to the residents of protected areas (Thapa et al., 2022). But, does the implementation of sustainable tourism practices have a positive impact on the overall satisfaction of residents? Residents' support and active participation in the tourism planning and development process are key elements but also a testament to their importance in the sustainable management of tourism resources (Han et al., 2023). More research in this emerging field is needed (Krittayaruangroj et al., 2023). Theoretical framework – The Prism of Sustainability Model, as indicated by previous research, is a valuable and informative framework for understanding sustainable tourism (Cottrell et al., 2013; Trišić et al., 2023). Design/methodology/approach – The research employs mixed methods. In qualitative research, the relevant information is gathered through semi-structured individual interviews (n=11). All the interviews are processed using qualitative software and thematic content analysis. The results are complemented using quantitative research, collecting primary information based on a survey (n=196), using a non-probabilistic convenience sampling method, administrated to residents of five municipalities of the Tua Valley Regional Natural Park, spread over 19 localities/villages of relevance to the park's activities. All constructs were operationalized with multi-item five-point Likert scales derived from the literature, from 1 (strongly disagree) to 5 (strongly agree). The analysis started using Jamovi software for the statistical analysis and data was analysed using partial least squares structural equation modelling (PLS-SEM). In this process, the measurement model was assessed in terms of internal consistency reliability, convergent and discriminant validity of the constructs. Through a structural model, the hypothesised relationships were analysed, determining the relational structure between the observed and latent variables considered. Findings – The results of the survey indicate a predominantly positive view of the impact of tourism in the park, especially in the areas of sustainability and cooperation with the local community. The statements that obtained the highest averages include the importance of sustainable tourism (4.224) and the need for tourism companies to hire staff locally (4.133). These results suggest that participants value the positive impact of tourism on environmental preservation and supporting the local economy. In addition, there is a positive perception that tourism contributes significantly to the local economy and promotes the restoration of historic sites, with averages around 3.403 and 3.066, respectively. On the other hand, some areas received lower ratings, indicating a limited impact on certain aspects. The statements about the direct benefit of tourism for individuals (2,959) and the creation of jobs for women (2,852) were the least valued, suggesting that the impact of tourism may be insufficient or uneven. In addition, the perception that quality of life has improved due to tourism is the lowest (2,541), indicating less satisfaction with the personal benefits of sustainable tourism. Research, practical & social implications – Results show that, despite the overall benefits, there are significant challenges and opportunities to improve the impact of tourism on local communities and residents' lives. These provide a roadmap for future research and policy development in tourism and community development. Originality/value – To the best of our knowledge, this is one of the first studies exploring residents’ satisfaction with sustainable tourism carried out in Portugal.
  • Eco-labelling food products as an integral part of the transition to a sustainable food system

    Purpose | The eco-labelling of food products is an integral part of the transition to a sustainable food system, as it allows consumers to make informed, healthier and more sustainable choices. It reinforces the reputation of companies, showing that they are socially responsible and concerned about environmental issues. The aim of this study is to identify the determinants of the purchase of eco-labelled food products in the Portuguese context. Methodology/Approach | An online questionnaire was carried out among the Portuguese population over 18 years old. Data analysis techniques including descriptive analyses, parametric and non-parametric tests, linear correlation and regression analysis were applied. Expected Results | We expect to identify a positive correlation between consumers' attention to companies' Green Marketing communication and green purchasing behaviour, as well to obtain a positive correlation between the Communicated Socio-environmental Use (CSU) of the producer's declared commitment and green purchasing behaviour. These results are valuable for companies’ managers to develop and evaluate specific communication and marketing actions to the markets, taking into account current consumer preferences.
  • How can design thinking improve food sustainability in the Minho region (eno)gastronomy? A multi-actor perspective

    Purpose | This study has the following main goals: i) to define barriers and present specific solutions associated with the food ecosystem, common to the various actors in the territory; ii) to explore the present and future of Minho's (eno)gastronomy and iii) provide innovative responses that meet contemporary consumer demands in terms of health and sustainability. Methodology/Approach | Trough Design Thinking, we pursued a collaborative approach that melds gastronomic traditions with health and sustainability imperatives, ensuring holistic solutions that valorize Minho’s heritage. The process involved iterative workshops, engaging diverse stakeholders to analyze the historical and current state of Minho’s (eno) gastronomy, focusing on the transition to healthier and more sustainable practices. This multi-actor approach enabled integrated solutions, enhancing the food system while considering climate change impacts and modern health trends. Expected Results | The topics addressed by the region's players associated with the agri-food sector and the solutions proposed highlighted the intrinsic relationship between local production and sustainability, emphasising that the proximity between producer and consumer translates not only into a smaller carbon footprint, but also into the socioeconomic and cultural enhancement of the region. These results will enable policymakers to apply a multi-actor approach, taking into account the needs of the various stakeholders in the region and implementing concerted actions that jointly respond to the challenges and needs we have identified.
  • Promover o sucesso académico integrando a diversidade: o projeto Mentoring Academy IPB

    O Instituto Politécnico de Bragança (IPB) é uma instituição de ensino superior que tem vindo a ampliar consistentemente a sua base de estudantes, não só através do aumento da presença internacional, que agora conta com aproximadamente 1/3 de estudantes de outros países, mas também pela inclusão de novos públicos, como alunos maiores de 23 anos e de cursos técnicos superiores profissionais. A diversificação das vias de entrada representa desafios significativos relacionados com a integração e o desempenho dos estudantes e para lhes fazer face foi implementado o projeto Mentoring Academy, cujo objetivo é contribuir para a integração plena e o sucesso académico dos estudantes. Para atingir estes objetivos, o projeto baseia-se em princípios teóricos e conceptuais fundamentais descritos em (Drake & Battaglia, 2014) e (Gregory, 2013), como a adoção de metodologias ativas de ensino centradas no aluno e a utilização de ferramentas de análise de dados para implementar mecanismos de monitorização do sucesso através da identificação de tendências e padrões que possam influenciar o desempenho dos estudantes (Prada et al., 2020). A metodologia adotada inclui ainda um programa de tutorias, que fornecem apoio pedagógico complementar às unidades curriculares do 1º ano, bem como mentorias por pares, que cuidam da integração social e do bem-estar dos estudantes. O programa de mentorias tem início com uma semana de receção e integração e durante o semestre letivo conta com um grupo estável de mentores voluntários para manter uma agenda regular de atividades e eventos (Alonso et al.,2024). Os resultados do projeto são vastos e abrangentes e têm vindo a consolidar-se ao longo dos últimos 4 anos: melhoria na taxa de renovação de matrículas no 1º ano e aumento no número médio de ECTS concluídos pelos estudantes, bem como uma maior integração, inclusão social e bem-estar geral da comunidade do IPB, manifestadas nas respostas a questionários de avaliação das iniciativas.
