A publicação de documentos internacionais e nacionais sobre a acessibilidade e a inclusão permitiram a crescente presença de diferentes públicos em espaços culturais, sobretudo devido ao reconhecimento do direito à fruição e participação na cultura das pessoas com deficiência e incapacidade em situação de equidade. Não obstante, a acessibilidade ainda continua a ser encarada como uma questão física e arquitetónica. Neste sentido, Dodd & Sandel (1988) propõem 8 dimensões de acesso em espaços culturais: acesso físico, acesso à informação, acesso emocional, acesso financeiro, acesso cultural, acesso à tomada de decisões, acesso intelectual e acesso sensorial. É neste contexto que surge o “Cultura para Todos Bragança”, projeto da Câmara Municipal de Bragança, com financiamento regional do programa NORTE 2020 (NORTE-07-4230-FSE-000058), cuja execução está a cargo do Instituto Politécnico de Bragança. Esta iniciativa tem como objetivo fundamental promover a acessibilidade de pessoas com deficiência e incapacidade auditiva, intelectual e visual em 5 espaços culturais de Bragança e engloba 7 ações, entre as quais o diagnóstico da acessibilidade destes espaços, a criação de recursos destinados aos públicos preferenciais, a adaptação de espetáculos ao vivo e a produção de recursos táteis. No âmbito da primeira ação, foi avaliada a acessibilidade destes espaços culturais que se concretizou em duas
etapas. Em primeiro lugar, a equipa científica realizou visitas a estes espaços para aferir as condições de acessibilidade, com base na matriz disponibilizada pela Direção Geral do Património Cultural (DGPC, 2021). Esta matriz encontra-se organizada em 10 itens – 1. Edifício; 2. Localização; 3. Exposições; 4. Comunicação; 5. Segurança; 6. Consultoria; 7. Formação; 8. Emprego; 9. Avaliação e 10. Gestão – que foram avaliados por observação direta e por entrevista e apoiados em registos fotográficos. Seguidamente, prosseguiu-se com um conjunto de visitas orientadas pelos técnicos destes espaços a consultores com deficiência e incapacidade auditiva, intelectual e visual. Para a recolha de dados recorreu-se à observação não participante, complementada por entrevistas semiestruturadas. Considerando o acima exposto, a presente comunicação tem como objetivo apresentar as principais reflexões da equipa no que se refere ao desenvolvimento deste processo de avaliação das condições de acessibilidade dos espaços abrangidos pelo “Cultura para Todos Bragança”. Entre estas, destacamos o seguinte: a aplicação da matriz da DGPC facilitou este processo de avaliação não só por estar organizada de forma sistemática e se apoiar em bibliografia internacional, mas também por estar em conformidade com o Decreto-lei n.º163/2006; as visitas com os consultores com deficiência e incapacidade possibilitaram-nos recolher dados adicionais que corroboram a identificação prévia de barreiras aos níveis da acessibilidade física, sensorial, intelectual e emocional; e, por fim, a triangulação das análises qualitativa e quantitativa consolidou a metodologia de intervenção adotada. Paralelamente, uma das conclusões mais relevantes desta ação de diagnóstico prende-se com a urgência de sensibilizar e capacitar os recursos humanos que atuam nos diferentes espaços culturais para as questões da diversidade, acessibilidade, participação e inclusão, assim como com a necessidade de serviços de acolhimento de qualidade para pessoas com
deficiência e incapacidade.
The publication of international and national documents on accessibility and inclusion have encouraged a growing presence of different audiences in cultural spaces, mainly due to the acknowledgement of the right to cultural enjoyment and participation by people with disabilities on an equal footing. However, accessibility is still regarded as a physical and architectonic issue. Thus, Dodd & Sandel (1988) put forth 8 access dimensions to cultural venues: physical access, access to information, emotional access, financial access, cultural access, access to decision-making, intellectual access and sensory access. It is in this context that “Cultura para Todos Bragança” [Culture for All Bragança] comes forward, a project of the Câmara Municipal de Bragança [City Council of Bragança], with regional funding by the programme NORTE 2020 (NORTE-07-4230-FSE-000058) that is being carried out by the Polytechnic Institute of Bragança. This initiative aims to promote the accessibility of people with hearing, intellectual and visual disabilities to five cultural venues in Bragança and encompasses 7 actions, among which the accessibility diagnosis of these spaces, the creation of resources directed to these preferential audiences, the adaptation of live shows and the production of tactile materials. Within the first action, the scientific team assessed the accessibility of the venues involved in the project that was conducted in two stages. Firstly, the research team visited them to ascertain their accessibility conditions, making use of the matrix made available by the Direção Geral do Património Cultural [General Direction of Cultural Heritage] (DGPC, 2021). This document is organized in 10 items – 1. Building; 2. Location; 3. Exhibitions; 4. Communication; 5. Security; 6. Consulting; 7. Training; 8. Employment; 9. Evaluation and 10. Management – which were assessed by direct observation and interviews with the staff and supported on photo records. Secondly, we engaged in a set of visits with consultants with hearing, intellectual and visual disabilities that were guided by member of staff. To collect the data, we resorted to non-participant observation, along with semi-structured interviews. Bearing the abovementioned, this presentation seeks to present the main reflections regarding the evaluation process of the accessibility conditions of the spaces that are the focus of “Cultura para Todos Bragança”. Among these, it is worth highlighting the following: the use of the DGPC matrix facilitate the assessment process not only because it is systematically organized and supported on international bibliography, but also owing to the fact that it conforms to the Decree no. 163/2006; the visits with the consultants with disabilities allowed us to gather additional information that corroborate the previous identification of barriers, especially in terms of physical, intellectual, sensory and emotional access; and, at last, the triangulation of qualitative and quantitative analyses strengthened our intervention methodology. Moreover, another conclusion from this diagnostic action is concerned with the urgency to sensitize and empower human resources that work on the different cultural venues to the issues of diversity, accessibility, participation and inclusion, as well as to the need of quality reception and welcoming services for people with disabilities.
