Abstract(s)
O presente trabalho de investigação pretende lograr os fatores que explicam ou
motivam a apresentação de propostas de referendos locais em Portugal, considerando
para o efeito fatores demográficos, políticos e sociais. A opção por essa temática prende-
se com o facto de serem escassos os estudos e obras dedicadas ao referendo local,
embora abundem no que concerne à participação cívica e ao divórcio entre eleitos e
eleitores. Por outro lado, pretendemos dignificar esse instrumento e tentar colocá-lo na
agenda política face às suas virtualidades inegáveis no aprofundamento e na qualidade
da democracia local.
A metodologia adotada seguirá, numa primeira fase, uma estratégia indutiva em
que se procederá à análise dos referendos locais, conteúdos das suas propostas, origens
e principais falhas para poder construir um conjunto de ilações das iniciativas de
referendos locais em Portugal. E, numa segunda fase, uma estratégia dedutiva no intuito
de aferir a motivação da apresentação de propostas de referendo, tendo em consideração
a utilização de uma regressão probit.
Da análise bibliográfica e documental, podemos concluir, ainda que provisoriamente,
que existe um profundo ceticismo nas oportunidades de participação que a democracia
oferece aos cidadãos. É inquestionável a existência de um ostensivo défice democrático,
não obstante aos mecanismos de participação cívica que os eleitos locais e o
sistema democrático colocam aos cidadãos, o que é bem patente no reduzido número
de referendos locais realizados e na incipiente participação do eleitorado quando foi
chamado a votar através desse expediente político.
This research paper intends to clarify the factors that explain or motivate the proposals for local referendums in Portugal, considering demographic, political and social factors for this purpose. The choice of this theme relies on the fact that there are few studies and works dedicated to the local referendum, despite the considerable debate about civic participation and the gap between elected and electors. On the other hand, we intend to dignify this instrument and try to include it on the political agenda, due mostly to its undeniable virtues in terms of depth and quality of local democracy. The methodology will follow, initially, an inductive strategy that will examine local referendums, the content of its proposals, their sources and major flaws in order to build a set of conclusions of initiatives for local referendums in Portugal. In a second phase, a deductive strategy was developed in order to assess the motivation of the presentation of referendum proposals, taking into consideration the use of a probit regression. From the bibliographical and documentary analysis, we conclude, even provisionally, that there is deep skepticism regarding opportunities for participation that democracy offers citizens. There is also an unquestionable ostensible democratic deficit, despite the mechanisms of civic participation that local elected representatives and the democratic system offer the citizens, a fact being evident in the few local referendums and in the incipient participation of the electorate when it was called to vote through this political expediency.
