This study analyzes the impact of European Structural and Investment Funds on regional development, focusing on the Portugal 2020 program through a case study approach. A mixed-methods design is adopted, combining documentary analysis, statistical data, and empirical evidence related to funded projects.
The findings highlight the significant role of EU funds in promoting territorial cohesion and economic growth, particularly in low-density regions. The case analyzed reveals positive impacts in business innovation, urban regeneration, and human capital development.
Additionally, the results suggest that the effectiveness of fund implementation depends on the interaction between financial support, institutional capacity, and the presence of higher education institutions.
From a scientific perspective, the study contributes to the debate on the effectiveness of cohesion policies, emphasizing the role of local governance. From a practical standpoint, it provides insights to support policy design and territorial development strategies in peripheral regions.
