  • Política social e crescimento inclusivo: um estudo comparativo entre programas sociais do Brasil e Portugal

    O artigo analisa políticas sociais, particularmente a Política Nacional de Assistência Social – PNAS, no Brasil e o Sistema de Proteção Social e Cidadania – SPSC, em Portugal para a promoção do crescimento inclusivo. Esta é uma temática relevante e contemporânea para acadêmicos, políticos e gestores públicos por tratar de questões ainda problemáticas e que demandam reflexões para suas soluções quais sejam: erradicação da pobreza, redução da desigualdade social e crescimento inclusivo. Para tanto, este trabalho parte do debate teórico sobre o crescimento inclusivo e avaliações de políticas sociais intersetoriais além do entendimento sobre: pobreza, desigualdade social e inclusão. Posterior, faz-se o levantamento de dados documentais e bibliográficos sobre ambas as políticas, em particular o Programa Bolsa Família (PBF), no Brasil, e Rendimento Social de Inserção (RSI), em Portugal, entre o período 2003 a 2019. Metodologicamente caracteriza-se por ser uma pesquisa descritiva e analítica, de análise qualitativa com base no método comparativo. Os resultados mostram que as ações instituídas por ambos os programas apontam melhorias nos indicadores de renda, saúde e educação nas famílias e/ou indivíduos beneficiados durante o período de análise promovendo o crescimento inclusivo, no entanto tais políticas ainda que sejam necessárias não são suficientes para erradicar a pobreza.
  • The socioeconomic impact of a HEI for a local economy

    This paper discusses the impact of Higher Education Institutions (HEIs) upon the economic development of a given region. A Portuguese Higher Education Institution - the Polytechnic Institute of Bragança (in Portuguese, IPB) - was used for that purpose as a case study. The IPB is located in the region of Bragança, an isolated and deprived region in the Northeast of Portugal. Two approaches were followed: the demand-side approach (Caffrey & Isaacs, 1971) determines the economic impact arising from the expenditures of the IPB and its individuals; and the supply-side approach (Becker, 1993; Bluestone, 1993) measuring the creation of human capital and the enhancement in the quality of life of local individuals. Data collection included surveys on the faculty, staff, students and graduates of the IPB; IPB’s records, and other official sources. Following these two approaches, the IPB’s total impact upon the region was determined, reaching 55 and 61 million euros, respectively. The stakeholders related to the higher education institution were also taken into account. It was perceived that all stakeholders understood the importance of the institution to the region, and they were all engaged in helping to promote the region and the HEI’s activities.
  • O impacto dos Institutos Politécnicos na economia local: uma primeira reflexão

    As Instituições de Ensino Superior (IES), e muito particularmente os Institutos Politécnicos, são, geralmente, reconhecidas como atores determinantes no desenvolvimento regional. Contudo, devido à recessão económica que se tem vivido nos últimos anos e às restrições orçamentais que daí têm resultado, as IES têm sentido cada vez mais a necessidade de demonstrar o impacto social e cultural que as suas atividades têm na comunidade onde se inserem mas, também, que contribuem para o seu desenvolvimento económico. Assim, o objetivo deste trabalho consistiu em estimar o impacto económico de um conjunto de Institutos Politécnicos localizados em regiões com realidades socioeconómicas bem diversas, recorrendo a uma metodologia comum. Esta estrutura comum, aplicada conjunta e simultaneamente, permite um estudo comparativo e uma melhor identificação das variáveis diferenciadoras entre as realidades das diferentes regiões, dos respetivos politécnicos e do seu impacto.
  • The Retake of Common Assessment Framework: The Impact on Portuguese Municipalities’ users

    In 1980, the public sector focused on the theme of quality and Portugal followed the tendency, assuming a paradigm change: from bureaucratic and centralized administration to a service administration, decentralized and oriented to total quality. Among various approaches, the Common Assessment Framework (CAF) stands out. It is a European model that assesses organizational performance, with reference to the Principles of Excellence and focused on continuous improvement. In addition to being free, it is specific for the public sector and was implemented in Portuguese local authorities. It is important to reinstate CAF in order to analyse the results obtained by Portuguese municipalities (15, among 308) and find out how these results and subsequent impacts interact and determine quality enhancement of such organizations. Accordingly, our research question is: What is CAF's contribution to the perception of quality improvement in Portuguese municipalities? The main general objectives are based on the verification of the following: the effectiveness of CAF implementation; the level of integration of the CAF model (nine criteria of the model and eight Principles of Excellence); the results achieved and the perceived impacts through the implementation of the CAF; and the contribution of the CAF model in the perception of the overall quality improvement achieved. The research strategy underlies a naturalistic paradigm, adopting a qualitative approach through semi-structured interviews with those in charge for quality in the municipalities. Regarding the literature review, a set of elements obtained through CAF’s implementation in the municipalities emerge, namely: the achieved results include actions and improvement plans, good practices, quality assessment and measurement system, citizen and stakeholder’s satisfaction, continuous improvement; on the other hand, in terms of perceived impacts, the achieved results emerge: organizations’ quality improvements, change of public culture, TQM tool facilitator, connections between quality management models as well as practices of bench learning and benchmarking. Thus, it is intended to retake CAF and collaborate for a new theoretical approach, investigating the impacts of such implementation in the public administration, specifically in Portuguese municipalities.

  • Reducing the dropout rate in higher education

    This paper is grounded in the human capital theory that considers the effects of education in economy in general and in the individuals’ earnings in particular [1]. For a country to develop it`s important to have an educated and qualified population [2]. However, Portugal, in 2016, was in the top three countries of OECD (Organisation for Economic Cooperation and Development) with the lowest percentage (23.9%) of adult population with a higher education degree, almost 40% below the 35.7% of the OECD average [3]. Therefore, it is relevant to understand students’ motivations and expectations in order to prevent dropout and also to increase the success rate. To do so, a study was conducted in a Portuguese higher education institution in collaboration with the 2nd year marketing undergraduate students. The main objective was to plan and develop measures to prevent dropout as an academic exercise and with student`s insights.
  • Experiências turísticas memoráveis da cidade do Porto

    A criação de experiências turísticas memoráveis e a identificação das dimensões que contribuem para a sua criação, são elementos que os gestores dos destinos turísticos consideram para a tomada de decisões estratégicas. Os visitantes procuram experiências únicas e memoráveis que comprometem as suas intenções comportamentais de revisitar o destino e de partilhar com terceiros, as experiências vividas. Nesse sentido, o presente trabalho tem como objetivo principal identificar as dimensões das experiências turísticas memoráveis dos estudantes internacionais do Instituto Politécnico de Bragança (IPB), que visitaram a cidade do Porto. A metodologia adotada foi uma abordagem quantitativa, com aplicação de um inquérito por questionário online, estruturado em três partes para dar resposta a três objetivos específicos da investigação: i) analisar o perfil dos estudantes internacionais do IPB; ii) avaliar e identificar as dimensões das experiências turísticas memoráveis dos estudantes internacionais do IPB; iii) analisar a intenção comportamental dos estudantes internacionais do IPB. O instrumento de recolha de dados foi enviado, via email, para a base de dados dos estudantes internacionais do IPB, matriculados no ano letivo 2018/2019, em duas línguas - português e inglês, e aplicado nos meses de dezembro de 2020 e janeiro de 2021. Foram enviados 2241 questionários e obtiveram-se 77 respostas válidas para o estudo. Identificaram-se sete dimensões na revisão de literatura (hedonismo; renovação; novidade; interação social; conhecimento; significado; envolvimento) que foram avaliadas numa escala de concordância de tipo Likert de sete pontos. Da análise das dimensões, verificou-se que as dimensões que mais contribuem para a criação das experiências turísticas memoráveis são o hedonismo, a renovação, a novidade, e o envolvimento. São exemplo destas dimensões a imagem da cidade, os atrativos que a cidade possui, a população local, o facto de se sentirem bem durante a viagem ou o facto de não esquecerem a experiência que tiveram. Conclui-se que os jovens têm mais tendência a memorizar experiências/atividades que lhe proporcionem prazer, diversão e entretenimento, que gravam na sua memória quando aprendem coisas novas, seja a nível de culturas, idioma ou outro, e gostam de se envolver nas experiências/atividades que realizam. A originalidade do estudo é identificar as diversas dimensões, que influenciam um público jovem, a criar experiências turísticas memoráveis.
  • Experiências turísticas memoráveis da cidade do Porto

    Visitors seek unique and memorable experiences that compromise their behavioral intentions to revisit the destination and share their experiences with others. In this sense, the present work has as its main objective to identify the dimensions of memorable tourist experiences of international students of the Polytechnic Institute of Bragança (IPB), who visited the city of Porto. The methodology adopted was a quantitative approach, with the application of an online questionnaire survey, sent, via email, to the IPB international students' database, enrolled in the 2018/2019 academic year, in two languages - Portuguese and English, and applied in the months of December 2020 and January 2021. Seven dimensions were identified in the literature review (hedonism; renewal; novelty; social interaction; knowledge; meaning; engagement) that were assessed on a seven-point Likert-type agreement scale. From the analysis of the dimensions, it was found that the dimensions that contribute most to the creation of memorable tourist experiences are hedonism, renewal, novelty, and engagement. Examples of these dimensions are the image of the city, the attractions the city has, the local people, the fact that they feel good during their trip, or the fact that they won't forget their experience. It is concluded that young people are more likely to memorize experiences that provide them with pleasure, fun and entertainment, whether in culture, language, or other, and they like to be involved in the activities they do. The originality of the study is to identify the various dimensions, which influence a young people, to create memorable tourist experiences.
  • Student’s satisfaction in a higher education context

    The purpose of this study is to evaluate to what extent higher education students are satisfied with the quality of service. A quantitative investigation was conducted in a Portuguese higher education institution using a Likert-scale questionnaire in order to measure students’ opinions, regarding the satisfaction to the quality of service provided. The study concluded that, overall, students were satisfied with the higher education institution. Regarding the implications of the present research, it is pointed out that the studied higher education institution may take into consideration the results of this article and use them to understand its strengths and weaknesses. Future investigations can be conducted to understand if other factors have a greater impact on customer satisfaction than the quality of service. The impact of this study will increase the public perception of the educational institution. A study similar to the one presented here is useful for any organization in the world in order to access the level of satisfaction from time to time.
  • Are online classes the future in higher education?

    Currently, due to the COVID-19 pandemic the world has shut down and higher education institutions (HEI) were among the institutions that had to change their traditional way of lecturing classes. Traditional classes, lectured in a classroom where the teacher and the students were together and face-to-face face were no longer an option, due to effective lockdown. Portugal was one of the countries that had to pursue solutions to maintain educational institutions functioning, in order to maintain students studying and learning and to be able to minimize the effects of the pandemic. In this context, this study describes a particular case in the north of Portugal, in a school of the Polytechnic Institute of Bragança (IPB), a higher education institution that had to close the facilities during the second semester of the academic year of 2019/2020. During this semester the classes were all online, using the zoom platform. The importance of this study, was not only to understand the impact of online classes in the students, in terms of availability of resources to follow classes, motivation, knowledge acquisition, and evaluation, but also to present measures to the school management so they could prepare and prevent problems with a possible 2nd lockdown. This 2nd lockdown did happen during the second semester of the academic year of 2020/2021. From the study, we concluded that not all the students had the basic conditions to attend online classes, either they did not have a personal computer or they had internet limitations. Also, they reported that, being at home, was harder to follow the classes and to study since their families required much more of their time to make other chores. The major findings were that not all the students understood online classes the same way, in fact, older students from advanced years preferred online classes and had no restrictions on their relationships with their colleagues. However, the younger students, enrolled in the first year, and this was transversal to all courses, felt that they did not acquire the needed knowledge, found online classes harder, and, since they were freshmen, a considerable percentage reported that they could not establish social connections with their colleagues and felt demotivated and alone. Also, the majority of the students reported that the evaluation was harder, since the teachers, to prevent fraud and make cheating more difficult, reduced the evaluation time and blocked the possibility to see the entire exam, only allowing one question at a time. This was a complain from the students and a valid one, since it only negatively impacted the engaged students, it had no evidence of reducing fraudulent behaviours. With these findings it was possible for the HEI’s management to implement some measures. The HEI had to be closed for the first half of the second semester of 2020/2021. Still, as soon as it was possible to return to face-to-face classes it was established that some years could be in hybrid mode (online and onsite), however not for freshmen years. This measure would enable them to form social connections and to properly follow the classes with a closer support by the teacher. The other measure implemented was that all evaluation was onsite, hence the good students were not affected and it could also efficiently prevent fraud, when compared to online evaluations.
