- Cidades inteligentes para além da tecnologia: o projeto a "revolução dos baldinhos" como prática territorial sustentávelPublication . Fiorese, Veronica F.; Nogueira, Sónia P.; Silva, Christian L.Os crescentes processos de urbanização desordenada representam um desafio significativo ao planejamento urbano e regional e à implementação de serviços públicos essenciais, sobretudo em contextos marcados por limitações ambientais e geográficas, como é o caso de Florianópolis (SC). Em 2008, a Comunidade Chico Mendes enfrentou um grave problema de saúde pública decorrente da destinação inadequada de resíduos sólidos, especialmente o biorresíduo, que ocasionou infestação de ratos e surto de leptospirose. Diante desse cenário, o projeto "A Revolução dos Baldinhos" foi desenvolvido como uma iniciativa comunitária baseada na separação de resíduos orgânicos em baldes e na promoção da compostagem. Assim, o objetivo deste artigo é analisar se a Revolução dos Baldinhos pode ser enquadrada como prática de cidades inteligentes. E, a partir daí, como objetivos específicos, compreender: a) o que se compreende ou se entende por cidades inteligentes e sustentáveis; b) a criação, elaboração e manutenção do projeto Revolução dos Baldinhos; c) replicabilidade e impactos de seus efeitos.

Tem por base a necessidade de conhecer e explorar o conhecimento potencial de um território e de investir e construir instituições através de um processo que envolva os atores locais. Por isso, é natural que nas cidades se discutam e ocorram a resolução de dilemas em prol do bem-estar de quem nelas vive, trabalha e circula. Uma parte significativa dos apoios atribuídos à esfera municipal para a resolução destes problemas enquadra-se em políticas públicas territoriais integradas. É sobre um destes instrumentos que o presente trabalho se debruça, nomeadamente, o Plano Estratégico de Desenvolvimento Urbano (PEDU).

- Fundos comunitários e desenvolvimento territorial: uma análise exploratória do município de BragançaPublication . Fernandes, Carla; Nogueira, Sónia P.This study analyzes the impact of European Structural and Investment Funds on regional development, focusing on the Portugal 2020 program through a case study approach. A mixed-methods design is adopted, combining documentary analysis, statistical data, and empirical evidence related to funded projects. The findings highlight the significant role of EU funds in promoting territorial cohesion and economic growth, particularly in low-density regions. The case analyzed reveals positive impacts in business innovation, urban regeneration, and human capital development. Additionally, the results suggest that the effectiveness of fund implementation depends on the interaction between financial support, institutional capacity, and the presence of higher education institutions. From a scientific perspective, the study contributes to the debate on the effectiveness of cohesion policies, emphasizing the role of local governance. From a practical standpoint, it provides insights to support policy design and territorial development strategies in peripheral regions.
- Governança Democrática: uma revisão sistemática da literaturaPublication . Lima, Débora; Carvalho, Hilda; Nogueira, Sónia P.O artigo analisa a evolução da governança democrática na Administração Pública, com o objetivo de mapear a produção científica sobre o tema por meio de análise bibliométrica e revisão sistemática. Foram examinados artigos das bases Scopus, Scielo.org, Web of Science, Science Direct e Portal Capes, a partir dos termos "public administration" e "democratic governance", resultando em 389 publicações até dezembro de 2023. Após critérios de seleção, 28 estudos publicados entre 1997 e 2023 compuseram a base final. Os resultados indicam a centralidade de temas como participação, transparência, corrupção, coprodução e mídias sociais, evidenciando que a literatura acompanha as transformações institucionais e tecnológicas da Administração Pública, ampliando o enfoque democrático e incorporando valores humanitários à lógica do desenvolvimento.
- Governança pública e Diplomacia científica: o papel estratégico das instituições de ensino superiorPublication . Taniguti, B.; Nogueira, Sónia P.A investigação examina a diplomacia da ciência como instrumento de governança pública em um contexto de interdependência global e de problemas complexos que exigem respostas orientadas por evidências. Parte-se do pressuposto de que a diplomacia da ciência articula ciência, política externa e cooperação internacional, podendo operar como forma de soft power e como ponte entre comunidades científicas e decisores públicos (Nye, 2004; Royal Society, 2010; Ruffini, 2017; S4D4C, 2019; Arnaldi, 2023). O objetivo é analisar como práticas de internacionalização e cooperação científica promovidas por instituições de ensino superior podem reforçar capacidades de governança pública, com especial atenção ao papel dessas instituições na criação e sustentação de redes transnacionais de conhecimento (Elorza et ai., 2021; Fedoroff et ai., 2024; Heitor, 2024).
- A new proposal for estimating the temperatures on the steel deck components of composite slabs under firePublication . Balsa, Carlos; R. S. Lima, Lídia; Piloto, Paulo A.G.This work aims to improve the estimation of the temperatures on the steel deck under fire. An accurate estimation of these temperatures is crucial to determine the load-bearing capacity (R) of the slab. An analytical method, alternative to the simplified method provided by Eurocode 4, that enables temperature estimation on the steel deck components (web, lower and upper flange), is derived from the numerical results, obtained with a three-dimensional computational model. This new proposal considers the effect of the concrete thickness ℎ1, enables to obtain unbiased temperatures and, contrary to the Eurocode 4 proposal, fits very well the numerical results.
- The role of intangible heritage in the development of cross-border regions: the case of the terras de trás-os-montes regionPublication . Coelho, Ana Sofia; Bittencourt, Bernadete de Lourdes; Mercereau, Jean; Martins, Márcio Ribeiro; Fernandes, TiagoPurpose | This paper aims to show how territorial marketing and strategic policies to promote culture and intangible heritage operate as engines of development in low-density areas. Valorising intangible cultural heritage is often seen as a strategic factor for depressed regions (EC, 2022), while low-density cross-border areas face significant structural challenges including depopulation, economic stagnation and institutional weakness. Still, despite these hardships, we believe these regions can make the best of their rich intangible heritage and unique cultural identity as strategic assets for sustainable development. Methodology/Approach | This research applies a qualitative methodology through content analysis of indexed scientific articles. Starting from a systematic review of the literature and an analysis of empirical studies about cultural events in rural and cross-border regions, its main goal is to identify the dynamics of economic and cultural appropriation of intangible heritage. The Terras de Trás-os-Montes region was chosen because (1) all its municipalities have a low population density; (2) it is the sub-region of Northern Portugal that has the fewest online resources despite its cultural wealth and rich intangible heritage. Expected Results | The expected results indicate that territorial marketing is a strategic tool to disseminate culture and intangible heritage as crucial assets for sustainable development based on (i) Smart Growth, Inclusive Growth and Sustainable Growth. Besides, we intend to reveal the lack of methodological patterns to measure social and economic impacts, particularly as far as rural or intangible contexts are concerned. Accordingly, we propose participatory policies of transversal integration in which policies for education, tourism and land planning include heritage. This research also aims to create metrics that measure both economic and social and environmental benefits, as well as regional cooperation networks to allow these regions to share practices and funding through partnerships. This research concludes that valorising culture and intangible heritage not only strengthens a region’s identity and attractiveness but also represents an efficient tool for environmental and socio-economic development as long as it is supported by strategic management adapted to local characteristics.
- Sustainable tourism in protected areas: Perceptions of residents and local communities of Tua Valley Regional Natural ParkPublication . Lopes, Luisa; Esteves, Salete; Santos, LaraPurpose – The development of sustainable tourism is a collaborative effort that contributes to the protection of nature and maintains the economic, environmental, and socio-cultural dimensions crucial to the residents of protected areas (Thapa et al., 2022). But, does the implementation of sustainable tourism practices have a positive impact on the overall satisfaction of residents? Residents' support and active participation in the tourism planning and development process are key elements but also a testament to their importance in the sustainable management of tourism resources (Han et al., 2023). More research in this emerging field is needed (Krittayaruangroj et al., 2023). Theoretical framework – The Prism of Sustainability Model, as indicated by previous research, is a valuable and informative framework for understanding sustainable tourism (Cottrell et al., 2013; Trišić et al., 2023). Design/methodology/approach – The research employs mixed methods. In qualitative research, the relevant information is gathered through semi-structured individual interviews (n=11). All the interviews are processed using qualitative software and thematic content analysis. The results are complemented using quantitative research, collecting primary information based on a survey (n=196), using a non-probabilistic convenience sampling method, administrated to residents of five municipalities of the Tua Valley Regional Natural Park, spread over 19 localities/villages of relevance to the park's activities. All constructs were operationalized with multi-item five-point Likert scales derived from the literature, from 1 (strongly disagree) to 5 (strongly agree). The analysis started using Jamovi software for the statistical analysis and data was analysed using partial least squares structural equation modelling (PLS-SEM). In this process, the measurement model was assessed in terms of internal consistency reliability, convergent and discriminant validity of the constructs. Through a structural model, the hypothesised relationships were analysed, determining the relational structure between the observed and latent variables considered. Findings – The results of the survey indicate a predominantly positive view of the impact of tourism in the park, especially in the areas of sustainability and cooperation with the local community. The statements that obtained the highest averages include the importance of sustainable tourism (4.224) and the need for tourism companies to hire staff locally (4.133). These results suggest that participants value the positive impact of tourism on environmental preservation and supporting the local economy. In addition, there is a positive perception that tourism contributes significantly to the local economy and promotes the restoration of historic sites, with averages around 3.403 and 3.066, respectively. On the other hand, some areas received lower ratings, indicating a limited impact on certain aspects. The statements about the direct benefit of tourism for individuals (2,959) and the creation of jobs for women (2,852) were the least valued, suggesting that the impact of tourism may be insufficient or uneven. In addition, the perception that quality of life has improved due to tourism is the lowest (2,541), indicating less satisfaction with the personal benefits of sustainable tourism. Research, practical & social implications – Results show that, despite the overall benefits, there are significant challenges and opportunities to improve the impact of tourism on local communities and residents' lives. These provide a roadmap for future research and policy development in tourism and community development. Originality/value – To the best of our knowledge, this is one of the first studies exploring residents’ satisfaction with sustainable tourism carried out in Portugal.

Until 2017, the phenomenon of overtourism did not receive particular attention from academia and it also did not attract particular attention from the tourism trade but the topic exploded in literature in 2018 and 2019 (Koens et al., 2018; Veríssimo et al., 2020). The purpose of the present study is to present a literature review about overtourism and how can tax instruments help manage tourism in destinations.
