Abstract(s)
O Sistema Nacional de Saúde de Cabo Verde vem sofrendo várias reformas, com o intuito de
descentralizar os cuidados e aliviar os serviços centrais, dando assim mais autonomia aos Cuidados
Primários de Saúde (CPS), neste caso aos Centros de Saúde. Muitos estudos avaliam a eficiência
hospitalar, entretanto a análise da eficiência nos CPS não tem tido muita prioridade por parte dos
mais diversos intervenientes, sendo que em Cabo Verde não existe registo de estudos nesse
sentido. Desta forma, pretende-se com este estudo contribuir para um melhor conhecimento sobre
a atual realidade dos CPS mais concretamente dos Centros de Saúde a nível da eficiência em Cabo
Verde. Para tal aplica-se a técnica Data Envelopment Analysis (DEA), com base no modelo
Economias de Escala Constantes (CCR) e orientação aos inputs, com a intenção de estabelecer
uma comparação entre os Centros de Saúde da Cidade da Praia, identificando quais são os mais
eficientes a nível operacional. A nível económico-financeiro a análise de eficiência fez-se com base
no cálculo do rácio das receitas/despesas. De igual modo, foi avaliada a satisfação dos utentes com
recurso ao inquérito por questionário e no final foram comparados os resultados da eficiência e da
satisfação. Obteve-se como resultado que 8 Decision Making Units (DMU) são eficientes
operacionalmente numa amostra de 20 DMU, ao nível da eficiência económico-financeira, a
generalidade dos rácios são maiores que 1 nos diferentes Centros de Saúde no período analisado.
Em relação à satisfação, os resultados mostram que a maioria dos utentes estavam satisfeitos com
a organização e com os serviços prestados pelos centros de saúde. Porém, exigem melhorias em
todas as categorias avaliadas. Comparando os resultados, concluiu-se que existe uma associação
positiva entre a eficiência operacional e o rácio da eficiência económico-financeira. A eficiência
operacional apresenta uma relação negativa, não estatisticamente significativa, com as dimensões
da satisfação relacionadas com o atendimento, serviços médicos e serviços de enfermagem.
Cape Verde's National Health System has undergone several reforms with the aim of decentralising care and relieving central services, thus giving Primary Health Care (PHC), in this case to the Health Centers more autonomy. Many studies evaluate the analysing hospital efficiency, but analysing efficiency in PHCs has not been given much priority by the various stakeholders, and in Cape Verde there is no record of any such studies. The aim of this study is to contribute to a better understanding of the current reality of PHCs, specifically health centres in terms of efficiency in Cape Verde. Therefore, the Data Envelopment Analysis (DEA) technique is applied, based on the Constant Economies of Scale (CCS) model and input orientation, with the intention of establishing a comparison between the Health Centres in Praia, identifying which are the most efficient at an operational level. On an economic and financial level, efficiency was analysed by calculating the income/expenditure ratio. At the same time, user satisfaction was assessed using a questionnaire survey, and the results of efficiency and satisfaction were then compared. The result was that 8 Decision Making Units (DMUs) were operationally efficient in a sample of 20 DMUs, and in terms of economic and financial efficiency, most of the ratios were greater than 1 in the different Health Centres over the period analysed. Regarding satisfaction, the results show that many users were satisfied. However, improvements are needed in all the categories assessed. Comparing the results, it was concluded that there is a positive association between operational efficiency and the economic-financial efficiency ratio. Operational efficiency shows a negative, non-statistically significant relationship with the dimensions of satisfaction related to care, medical services and nursing services.
