Abstract(s)
Esta proposta de trabalho tem por objetivo analisar os fatores que podem influenciar
a opção pela utilização do Orçamento Participativo (OP) e, ao mesmo tempo,
demonstrar quais elementos colaboram com a sua ampliação ou redução como
instância de participação democrática no Brasil e Portugal. Para alcançar o proposto,
são estipulados os seguintes objetivos específicos: a) verificar o índice de conclusão
dos contratos decorrentes das propostas de OP; b) identificar a inserção do OP como
prioridade no conjunto de propostas e objetivos político-partidários (plano de governo,
entre outros, e quantidade de recursos destinados ao processo); c) identificar os aspetos
participativos, mais concretamente, se a participação é consultiva ou deliberativa;
se existe controle social sobre a execução dos projetos; d) analisar a influência do espectro
ideológico-partidário na implantação e ampliação do orçamento participativo; e)
verificar a correlação da densidade populacional, a propensão por faixa etária, gênero,
grau de escolaridade da população em relação à probabilidade de implementar o OP; f)
comparar as experiências de OP dos municípios portugueses e brasileiros. Os estudos
sobre o OP, normalmente, se concentram na perspectiva da sociedade civil; propõe-
-se uma análise tendo em conta a combinação de variáveis políticas, socioeconômicas
e associativas. Pretende-se contribuir teoricamente com a ampliação do espectro de
análise, ao combinar outras variáveis, além das normalmente adotadas, com influência
direta sobre o objeto e empiricamente com a identificação dos principais fatores que
influenciam a adoção do OP. A pesquisa terá uma abordagem quantitativa e quanto ao
design de investigação, enquadra-se como design de painel.
The purpose of this paper is to analyse the factors that may influence the choice to use the Participatory Budgeting (PB) and, at the same time, to demonstrate which elements contribute to its expansion or reduction as an instance of democratic participation in Brazil and Portugal. In order to achieve the proposed objectives, the following specific objectives are established: a) to verify the rate of conclusion of contracts resulting from PB proposals; b) to identify the inclusion of PB as a priority in the set of partypolitical proposals and objectives (government plan, among others, and the amount of resources allocated to the process); c) to identify the participatory aspects, more specifically, whether participation is consultative or deliberative; d) to analyze the influence of the ideological-party spectrum on the implementation and expansion of the participatory budget; e) to verify the correlation between population density, propensity by age group, gender, educational level of the population in relation to the probability of implementing participatory budgeting; f) and to compare the PB experiences of Portuguese and Brazilian municipalities. Studies on participatory budgeting usually focus on the perspective of civil society; an analysis is proposed taking into account the combination of political, socioeconomic and associative variables. The intention is to contribute theoretically to broadening the spectrum of analysis by combining other variables, in addition to those normally adopted, with direct influence on the object and empirically with the identification of the main factors that influence the adoption of PB. The research will have a quantitative approach and, as for the research design, it comes forward as panel design.
