Abstract(s)
A sociedade contemporânea e o desenvolvimento tecnológico que a carateriza requer
novas competências aos cidadãos. A transformação do mercado de trabalho criou profissões
que necessitam dos trabalhadores mais flexibilidade, capacidades diversificadas e
competências de aprendizagem e adaptação constante. A escola pública necessita de se
adaptar à nova realidade e exigências da sociedade. A necessidade de uma transformação
digital que viabiliza uma incorporação plena das tecnologias digitais no seio organizacional
das instituições educativas constitui, ainda, um enorme desafio, apesar das diferentes
tentativas de transformação ao longo dos últimos anos. O Programa de Digitalização para as
Escolas, estabelece a necessidade de as escolas elaborarem e implementarem um Plano de
Ação de Desenvolvimento Digital das Escolas (PADDE), com aplicação em três dimensões:
organizacional, pedagógica e tecnológica. Pretende-se, desta forma, que os processos
organizacionais incorporem as tecnologias digitais com vista à melhoria da sua eficiência, que
essas tecnologias possam contribuir para a mudança das práticas pedagógicas, promovendo
as aprendizagens num contexto onde o aluno desempenha um papel ativo e também, na
transformação do ambiente educativo para um ambiente consonante com a realidade
tecnológica atual. Este desiderato reveste-se de complexidade e enfrenta dificuldades e
constrangimentos que condicionam a consecução desses objetivos. Com a realização do
presente estudo de caso de natureza qualitativa, através de análise documental associada ao
processo de planeamento e implementação do PADDE, da observação participante e da
realização de entrevistas à direção do Agrupamento de Escolas e à equipa PADDE,
procurou-se compreender a problemática associada à transformação digital da escola,
particularmente no que diz respeito ao planeamento e implementação do PADDE no
Agrupamento de Escolas de Alfândega da Fé. Os resultados da investigação revelam um
conjunto de constrangimentos que condicionam os resultados da implementação das ações
estabelecidas com vista à transformação digital da instituição educativa. O estudo identifica
problemas como a ausência de cobertura WiFi, fraca qualidade de ligação à Internet;
equipamentos tecnológicos obsoletos; organização do mobiliário e dos equipamentos da sala
pouco flexível para implementação de novas metodologias. São ainda identificados problemas como as dificuldades na criação e adaptação de recursos tecnológicos digitais;
dificuldades de implementação de novos métodos pedagógicos baseados nas tecnologias
digitais, a instabilidade do corpo docente e também problemas ao nível da formação continua
e desenvolvimento profissional.

The transformation of the labor market has created professions that demand flexibility, diversified abilities, and constant learning and adaptability skills from workers. Public schools need to adapt to the new reality and demands of society. The need for a digital transformation that enables full integration of digital technologies within the organizational structure of educational institutions remains a significant challenge, despite various attempts at transformation in recent years. The Schools Digitalization Programme establishes the need for schools to develop and implement a School Digital Development Action Plan (PADDE) across three dimensions: organizational, pedagogical, and technological. The aim is to incorporate digital technologies into organizational processes to enhance efficiency, utilize these technologies to change pedagogical practices and promote active student learning, as well as transform the educational environment to align with the current technological reality. Achieving these objectives is complex and faces difficulties and constraints that hinder their achievement. Through qualitative case study research, involving document analysis linked to the planning and implementation of the PADDE, participant observation, and interviews with the school administration and the PADDE team, this study seeks to understand the issues associated with the digital transformation of the school, particularly regarding the planning and implementation of the PADDE in the Alfândega da Fé School Cluster. The research findings reveal a set of difficulties that impact the results of the implemented actions aimed at the digital transformation of the educational institution. Issues identified include the lack of WiFi coverage, poor internet connection quality, outdated technological equipment, the organization of the classroom furniture and equipment is not very flexible for the implementation of new methodologies. Problems related to the creation and adaptation of digital technological resources, difficulties in implementing new pedagogical methods based on digital technologies, faculty instability, as well as challenges in continuous training and professional development, are also identified.
