Abstract(s)
A cooperação intermunicipal é um fenómeno que se vem generalizando um pouco por todo o
mundo. A literatura evidencia que o estudo da cooperação intermunicipal tem adquirido uma
notável importância, tanto no mundo académico, como no setor público, em particular no que
respeita à investigação dos seus fatores explicativos.
As crises económicas mundiais, o crescente desenvolvimento dos serviços locais prestados e o
elevado nível de exigências impostas pelos cidadãos na prestação dos serviços, levou a que o
poder local repensasse a forma de como melhor servir, vendo-se obrigado a recorrer a
alternativas para colmatar as deficiências.
Os municípios cabo-verdianos, enquanto órgãos democraticamente eleitos, desde 1991, estão
atentos a estas alterações e às consequentes necessidades sentidas, desempenhando um
papel importante no desenvolvimento local e do país. A estes, são atribuídas competências
para prestar serviços em diferentes áreas (como sejam, a educação e formação profissional,
saneamento, transporte, habitação, entre outras) assumindo, deste modo, um conjunto de
funções que são indispensáveis para o bem-estar da população local.
Em Cabo Verde, a cooperação intermunicipal é um fenómeno novo. Neste contexto, a presente
dissertação teve como objetivo principal identificar os fatores explicativos da decisão de
cooperação nos municípios cabo-verdianos. O estudo teve como unidade de análise a
totalidade dos municípios cabo-verdianos Para tal, estudaram-se variáveis políticas (ideologia
política) e socioeconómicas (densidade populacional, taxa de desemprego, receitas fiscais per
capita e transferências do governo central per capita).
Os resultados obtidos apontaram que 65% dos municípios cabo-verdianos optam por fazer
parte de uma cooperação intermunicipal. Também, os resultados demonstraram que das
variáveis explicativas analisadas, somente as receitas fiscais per capita e as transferências do
governo central per capita obtiveram resultados estatísticos significativos. As receitas fiscais
per capita estão negativamente associadas à cooperação intermunicipal, com uma significância
estatística de 99%, e as transferências do governo central per capita estão positivamente
associadas à cooperação intermunicipal, com uma significância estatística de 95%. Na
realidade cabo-verdiana, somente as variáveis económicas parecem ter impacto na
cooperação intermunicipal.
Intermunicipal cooperation is a phenomenon that has become widespread around the world. The literature shows that the study of intermunicipal cooperation has acquired a remarkable importance both in the academic world and in the public sector, in particular as regards the investigation of its explanatory factors. The global economic crises, the growing development of local services provided, and the high demands placed on citizens in the provision of services have led local authorities to rethink how they can best serve themselves and are forced to resort to alternatives to address them the shortcomings. Cape Verdean municipalities, as democratically elected bodies since 1991, are aware of these changes and their consequent needs, playing an important role in local and country development. They are empowered to provide services in different areas (such as vocational education and training, sanitation, transport, housing, among others), thus assuming a set of functions that are indispensable for the well-being of the population local. In Cape Verde, inter-municipal cooperation is a new phenomenon. In this context the present dissertation had as main objective to identify the explanatory factors of the cooperation decision in the Cape Verdean municipalities. The study unit consisted of all Cape Verdean municipalities. For this purpose, political (political ideology) and socioeconomic variables (population density, unemployment rate, per capita tax revenues and per capita central government transfers) were studied. The results show that 65% of Cape Verdean municipalities chose to be part of an intermunicipal cooperation. Also, the results showed that of the explanatory variables analyzed, only the per capita tax revenues and per capita central government transfers obtained significant statistical results. Per capita tax revenues are negatively associated with intermunicipal cooperation, with a statistical significance of 99%, and transfers from central government per capita are positively associated with intermunicipal cooperation, with a statistical significance of 95%. It appears that in Cape Verde only economic variables have an impact on intermunicipal cooperation.
