Abstract(s)
O fenómeno da Green Public Procurement (GPP) está a tornar-se uma pedra angular
das políticas públicas ambientais, sendo considerada uma atuação das entidades públicas
que estão empenhadas na proteção do ambiente e, ao mesmo tempo, um critério
que serve o interesse público. Nesse sentido, e entre outros diplomas, em 2016, foi
aprovada a ENCPE 2020, a qual veio determinar a obrigatoriedade de inclusão de critérios
ambientais nos contratos públicos celebrados por diversas entidades públicas. Surpreendentemente,
excluiu dessa obrigatoriedade as autarquias locais. Considerando o
papel que as autoridades locais assumem na promoção da contratação pública, pois
têm o poder de influenciar as tendências de produção e consumo, criando no mercado
um incentivo à utilização de produtos mais ecológicos, pretende-se com o presente
estudo, identificar os fatores que potenciam a adoção da GPP nos municípios portugueses.
A metodologia proposta para o presente estudo assenta no paradigma positivista,
mediante a adoção de uma abordagem quantitativa com recurso ao método dedutivo.
Aplicar-se-á a forma de estudo transversal, através de uma análise do tipo cross-
-section, dado que se pretende analisar os 308 municípios portugueses, no ano de 2017.
Para este efeito será utilizado o método indireto de recolha de dados, através de um
inquérito por questionário. Após a recolha da informação, proceder-se-á ao tratamento
e análise de dados, com base numa análise estatística univariada e multivariada. Face
à importância que os governos locais assumem na procura de bens ou serviços mais
ecológicos pretende-se contribuir para a promoção do desenvolvimento de municípios
mais sustentáveis.
The phenomenon of Green Public Procurement (GPP) is becoming a cornerstone of public environmental policies and is considered to be an action of public entities that are committed to protecting the environment and, at the same time, a principle that serves the public interest. In this sense, and among other diplomas, in 2016, ENCPE 2020 was approved, which determined the mandatory inclusion of environmental principles in public contracts awarded by various public entities. Surprisingly, it excluded from this obligation the local authorities. Considering the role that local authorities play in promoting public procurement, since they have the power to influence production and consumption trends, creating an incentive to use more environmentally friendly products on the market, the aim of this study is to identify the factors that foster the adoption of GPP in Portuguese municipalities. The proposed methodology for this study is based on the positivist paradigm, through the adoption of a quantitative approach using the deductive method. The cross-sectional type analysis will be applied, since it is intended to analyze the 308 Portuguese municipalities, in the year 2017. For this purpose, the indirect method of data collection will be used, through of a questionnaire survey. After data collection, data will be processed and analyzed, based on a univariate and multivariate statistical analysis. Based on the importance that local governments assume in the search for greener goods or services, the goal is to contribute for promoting the development of more sustainable municipalities.
