Sozinhos na multidão: uma análise dos espaços coworking nos municípios portugueses

| dc.description.abstract | Atualmente, as transformações tecnológicas e socioculturais têm promovido mudanças significativas nas dinâmicas laborais, destacando-se a emergência e ascensão dos espaços coworking. É neste contexto que a presente dissertação analisa a implementação destes espaços em municípios portugueses, particularmente em territórios de baixa densidade populacional. O estudo centra-se nos fatores económicos e sociais que motivam os municípios a integrar a Rede Nacional “Teletrabalho no Interior: Vida Local, Trabalho Global”, criada como estratégia para combater problemáticas crónicas como o despovoamento, o envelhecimento populacional e a escassez de oportunidades laborais. Recorrendo a uma abordagem quantitativa e a um estudo transversal, a investigação avaliou, através de um inquérito por questionário dirigido aos municípios identificados em Anexo à Portaria n.º 208/2017, de 13 de julho, quais os principais fatores entendidos como relevantes para a adesão à dita Rede. A análise parece evidenciar que apenas alguns fatores económicos e sociais explicam a criação dos espaços coworking. Adotando uma perspetiva global, podemos afirmar que os fatores económicos analisados foram amplamente apreciados pelos inquiridos, sobretudo naquilo que respeita ao estímulo da economia local e/ou revitalização das infraestruturas públicas. A atração e fixação de pessoas, quer singulares, quer coletivas, e a reforma da Administração Pública Local surgem igualmente como aspetos relevantes e alinhados com uma estratégia de valorização territorial. Por outro lado, as respostas obtidas dão conta de uma valorização consistente destes espaços enquanto instrumentos promotores de transformações sociais significativas. Entre os fatores sociais mais salientados encontram-se os benefícios ambientais e/ou a melhoria no bem-estar e felicidade. Porém, o destaque vai para o fator respeitante à mitigação do êxodo rural. Todavia, somos levados a crer que, na configuração atual, os espaços coworking não têm cumprido o seu papel de promover o desenvolvimento económico e social nos municípios do interior. Torna-se necessária uma revisão das políticas públicas, com reforço do financiamento e apoio técnico. A sua sustentabilidade depende ainda de uma monitorização contínua e eficaz. | por |
| dc.description.abstract | Currently, technological and sociocultural transformations have promoted significant changes in labour dynamics, notably the emergence and rise of coworking spaces. It is in this context that this dissertation analyses the implementation of these spaces in Portuguese municipalities, particularly in low-density areas. The study focuses on the economic and social factors that motivate municipalities to join the National Network ‘Teleworking in the Interior: Local Life, Global Work’, created as a strategy to combat chronic problems such as depopulation, ageing population and lack of job opportunities. Using a quantitative approach and a cross-sectional study, the research evaluated, through a questionnaire survey addressed to the municipalities identified in the Annex to Ministerial Order No. 208/2017 of 13 July, the main factors considered relevant for joining the Network. The analysis seems to show that only a few economic and social factors explain the creation of coworking spaces. Taking a global perspective, we can say that the economic factors analysed were widely appreciated by respondents, especially regarding stimulating the local economy and/or revitalising public infrastructure. The attraction and retention of people, both individuals and groups, and the reform of local public administration also emerge as relevant aspects aligned with a strategy of territorial enhancement. On the other hand, the responses obtained show a consistent appreciation of these spaces as instruments for promoting significant social change. Among the most highlighted social factors are environmental benefits and/or improvements in well-being and happiness. However, the highlight is the factor relating to the mitigation of rural exodus. Nevertheless, we are led to believe that, in their current configuration, coworking spaces have not fulfilled their role of promoting economic and social development in inland municipalities. A review of public policies is necessary, with increased funding and technical support. Their sustainability also depends on continuous and effective monitoring. | eng |
