Abstract(s)
A sociedade do conhecimento impõe uma mudança de padrão no que diz respeito à instituição escolar, nomeadamente, deixa de ser uma escola de elites passando assim a responder às necessidades sociais. Consequentemente, e para dar resposta às necessidades emergentes, a escola tem vindo a (re) organizar-se.
As mudanças operadas no sistema educativo cabo-verdiano não incidiram sobre a gestão e a administração dos Pólos Educativos, e o único decreto-lei que define o regime de direção, gestão e administração data de vinte e sete de Dezembro de mil novecentos e noventa e quatro. Previsivelmente, deveriam ser feitas mudanças em direção à melhoria da qualidade de ensino.
Este estudo pretendeu indagar sobre a gestão e administração que se faz nos Pólos Educativos de Ensino Básico no concelho da Praia e evoluiu em torno de questões centrais como – terão os gestores à sua disposição os recursos humanos e materiais necessários para uma gestão de qualidade? Será que os gestores têm que gerir com base numa liderança forte para conseguirem melhorar a escola e o seu modo de funcionamento? Será que a gestão e administração escolar são funções valorizadas?
Neste sentido, o principal objetivo deste estudo foi refletir sobre a gestão e administração dos Pólos Educativos na cidade da Praia, Cabo Verde, averiguando se existiam (ou não) fragilidades que, eventualmente, pudessem obstaculizar o processo de gestão.
A primeira parte do trabalho apresenta um enquadramento teórico enriquecida pelo auxílio da análise interpretativa de documentos legais que se afigurou indispensável para encaixar esta reflexão.
A segunda parte descreve o estudo empírico desenvolvido no concelho da Praia, Cabo Verde, dando voz aos gestores, através de entrevistas realizadas a dezasseis (16) gestores de Pólos Educativos.
Na terceira parte, discussão de dados, concluímos que os gestores têm um papel preponderante no processo de gestão e administração dos Pólos Educativos, visto que dispondo de escassos meios conseguem tornar exequíveis as suas funções.
The knowledge society requires a change of pattern regarding the educational institution, namely, no longer is an elite school going, in this way, to respond the social needs. Consequently, to meet emerging needs, the school has been (re) organizing itself. The changes made in Cape Verde education system did not focus on the management and administration of Educational Centers, and the unique decree-law that defines the system of direction, management and administration date of December 27 in nineteen ninety four. Predictably, changes toward improving the quality of education should be made . This study aims to inquire about the management and administration that has been done in educational centers of formal education in the municipality of Praia and revolves around key issues such as - Do the managers have at their disposal the necessary human resources and materials for a quality management? Do managers have to manage based on strong leadership to achieve better school and mode of operation? Does school management and administration are valued? The main objective of this study was to reflect on the management and administration of educational centers in Praia City, Cape Verde, identifying the weaknesses that eventually can obstruct the process of management. The first part of the paper presents a theoretical framework enriched by the aid of interpretative analysis of legal documents which seemed essential to fit this discussion. The second part describes the empirical study done in the municipality of Praia, Cape Verde, where the voice was given to managers, through interviews conducted to sixteen (16) managers of educational centers. In the third part, data discussion, we conclude that managers have a key role in the process of management and administration of educational center since with their scarce means they make practical their duties.
