A cooperação intermunicipal é um fenómeno que tem estado a ganhar escala por todos os municípios que, segundo alguns estudos sobre o assunto, a cooperação intermunicipal significa uma alternativa para viabilizar os processos de internacionalização da educação. A cooperação intermunicipal a nível da educação no ensino superior é tida como uma oportunidade para o desenvolvimento municipal, todavia exige das nações, dos municípios e das Instituições de Ensino Superior consenso legal à valorização dos seus interesses culturais, sociais e económicos. Em Portugal, a cooperação intermunicipal passou por várias fases e, atualmente, a base legal encontra-se na Lei n.º 75/2013, de 12 de setembro, Regime Jurídico das Autarquias Locais, na sua redação em vigor. Esta Lei autoriza e dá autonomia aos municípios para celebrarem acordos de cooperação com outros municípios portugueses ou externos ao país. A crescente exigência imposta pelos cidadãos na prestação de bens ou serviços locais incentivou os municípios a lançar mão à cooperação intermunicipal. Porém, ainda há uma lacuna de estudos sobre a cooperação intermunicipal e o ensino superior quando se questiona o que motiva os municípios a formar a cooperação a nível da educação no ensino superior. Esta questão conduz ao objetivo da investigação que é o de analisar a cooperação intermunicipal a nível da educação no ensino superior. O foco do estudo é explorar os recursos de que dispõem os municípios para concretizar a cooperação a nível da educação no ensino superior. Parte-se do pressuposto que é possível atenuar problemas locais e fomentar a educação do ensino superior a partir de acordos de cooperação intermunicipais. O presente estudo incide sobre os municípios portugueses de Mirandela e de Bragança. O município de Caué, em São Tomé e Príncipe; e o município brasileiro de Bragança do Pará. A escolha destes municípios iniciou por um estudo exploratório, incidindo na similaridade que estes partilham do mesmo tipo de cooperação para alavancar o ensino superior. Para a metodologia qualitativa, fundamentada em estudos de caso, fez-se uso do estudo exploratório na sequência da análise documental, observação e entrevistas com informadores qualificados nas Câmaras Municipais de Mirandela e Bragança, o que permitiu analisar e conhecer melhor a matéria da cooperação intermunicipal. Os resultados apontaram que os municípios usam vários elementos para a exequibilidade da cooperação intermunicipal, como recursos humanos, materiais e financeiros. Outra razão a destacar, é o papel desempenhado pelos estudantes no desenvolvimento económico dos municípios. Ainda, as cidades universitárias desempenham um papel no desenvolvimento da economia do conhecimento, além da necessidade de criar ou reforçar parcerias e/ou experiências anteriores.
According to some studies on the subject, intermunicipal cooperation is a phenomenon that has been gaining scale in all municipalities and is an alternative to make the processes of internationalisation of education viable. Inter-municipal cooperation in higher education is seen as an opportunity for municipal development, but it requires a legal consensus between nations, municipalities and higher education institutions in order to promote their cultural, social and economic interests. In Portugal, the inter-municipal cooperation has gone through several phases and, currently, the legal basis is found in the Law no. 75/2013, of 12 September, Legal Regime of Local Authorities, in its current wording. This Law authorizes and gives autonomy to municipalities to enter into cooperation agreements with other Portuguese municipalities or municipalities outside the country. The growing demand of citizens for the provision of local goods and services has encouraged municipalities to engage in inter-municipal cooperation. However, there is still a lack of studies on inter municipal cooperation and higher education when it comes to the question of what motivates municipalities to form cooperation in higher education. This question leads to the aim of the research which is to analyse the inter-municipal cooperation at the level of education in higher education. The focus of the study is to explore the resources available to municipalities to achieve cooperation in higher education. It is based on the assumption that it is possible to alleviate local problems and promote higher education through inter municipal cooperation agreements. This study focuses on the Portuguese municipalities of Mirandela and Bragança. The municipality of Caué, in São Tomé and Príncipe; and the Brazilian municipality of Bragança do Pará. The choice of these municipalities began with an exploratory study, focusing on the similarity that they share the same type of cooperation to leverage higher education. For the qualitative methodology, based on case studies, use was made of the exploratory study following documentary analysis, observation and interviews with qualified informants in the Municipalities (CM-M and CM-B), which allowed to analyse and learn more about the subject of inter-municipal cooperation. The results pointed out that municipalities use several elements for the feasibility of intermunicipal cooperation, such as human, material and financial resources. Another reason to highlight is the role played by students in the economic development of municipalities. Still, university towns play a role in the development of the knowledge economy, in addition to the need to create or strengthen partnerships and/or previous experiences.
