Abstract(s)
Ultimamente, a Administração Pública tem-se focado na modernização e inovação dos serviços
recorrendo à figura do ambiente digital, adotando um pensamento de redesign dos serviços,
proporcionando uma melhoria no que respeita aos recursos materiais, humanos e tecnológicos.
O (re)desenho e avaliação de serviços públicos, permite ainda a redução da despesa pública e
a melhoria da qualidade da prestação de serviços. Assim, este redesign é sinónimo de
simplificação administrativa, tendo como objetivo primordial, o aumento da eficiência, com vista
à melhoria do serviço prestado aos cidadãos e concomitantemente à melhoria da gestão pública,
a nível central, mas principalmente junto das autarquias locais, uma vez que estas possuem uma
grande proximidade à população. Neste âmbito, é imperativa a conceção e implementação de
ideias digitais inovadoras, que levem à transformação digital dos serviços através da
implementação de serviços públicos digitais, consubstanciando a criação e uso de plataformas
digitais. Neste alinhamento, assume particular interesse o (re)desenho dos serviços de
operações urbanísticas do Município de Valpaços, cujos procedimentos se revelam fortemente
materializados, com vista à sua adequação à implementação da plataforma única, legalmente
prevista. Assim, importa questionar: Como (re)desenhar de forma digital os serviços de
operações urbanísticas do Município de Valpaços utilizando as ferramentas do LabX? Para tal,
a estratégia de investigação adotada tem subjacente um paradigma interpretativista, seguindo
uma abordagem qualitativa com recurso à realização de entrevistas semiestruturadas aos
utilizadores dos serviços de operações urbanísticas e à realização de sessões de Focus Group
com participantes afetos aos serviços, métodos utilizados pelo LabX, e que se revelaram
adequados para obter dados sobre a realidade do Município de Valpaços e permitiram a
concretização dos sete objetivos previamente formulados e dar resposta à questão de
investigação traçada.
The Public Administration has recently concentrated on modernising and innovating services within the digital environment, embracing a mindset focused on redesigning services and enhancing material, human, and technological resources. The (re)design and evaluation of public services offer opportunities to reduce public spending and improve service delivery quality. Consequently, this redesign aligns with administrative simplification, with the primary goal of increasing efficiency and enhancing the services provided to citizens while also improving public management at the central level, particularly within local authorities, which are closely connected to the community. In this context, it is essential to conceive and implement innovative digital initiatives that facilitate the digital transformation of services by adopting digital public offerings, including developing and utilising digital platforms. The (re)design of Valpaços Municipality's urban operations services stands out as particularly significant, given that their procedures must adapt to the legally mandated implementation of a unified platform. This raises the question: How can Valpaços Municipality's urban planning operations services be digitally (re)designed using LabX tools? To address this, the research strategy adopted is grounded in an interpretive paradigm, following a qualitative approach that includes semi-structured interviews with users of urban operations services and Focus Group sessions with service participants. These methods, employed by LabX, have proven effective in gathering data about the realities of the Municipality of Valpaços, enabling the achievement of the seven previously formulated objectives and providing answers to the research question.
