No atual cenário global, marcado por intensa competitividade e constantes desafios, a inovação surge como pilar fundamental para as organizações, especialmente no setor público e na administração local. Este relatório de estágio dedica-se à exploração profunda da relevância da inovação no desenvolvimento de capacidades e na promoção de uma cultura inovadora eficaz dentro dos Municípios Portugueses, com uma atenção especial ao Município de Cascais. Utilizamos como referência a "Ferramenta de Autoavaliação da Cultura de Inovação (FACI)" é uma ferramenta essencial integrada no Programa SIMPLEX' 20-21 e promovida pelo Instituto Nacional de Administração de Portugal. Esta ferramenta ajuda as entidades públicas a incorporar estratégias inovadoras no seu sistema global de gestão. Neste relatório, analisamos a cultura de inovação nos Municípios Portugueses e propomos um instrumento de avaliação da cultura de inovação adaptado ao contexto local. A "Ferramenta de Autoavaliação da Cultura de Inovação Local” (FACIL) incorpora abordagens inovadoras para ajudar os governos locais. Esta nova ferramenta é concebida com o intuito de avaliar, quantificar e potencializar os níveis de inovação nas autarquias locais portuguesas. Facilita a implementação de práticas que aumentam a eficiência, transparência e qualidade dos serviços públicos. Além disso, fomenta uma participação cidadã mais ativa e colaborativa. A metodologia utilizada segue uma abordagem qualitativa, onde foi utilizada a técnica de recolha de dados de entrevista, através das entrevistas foi possível adaptar a ferramenta ao contexto local. O "Jogo da FACIL" surge neste estudo como um instrumento valioso, promovendo uma avaliação dinâmica e participativa da cultura de inovação em autarquias locais. A sua adoção fomentou um ambiente de participação efetiva e reflexão entre os trabalhadores, facilitando a identificação de estratégias de melhoria e oportunidades inovadoras. Este método lúdico provou ser essencial para catalisar a evolução da prática e estratégia inovadoras nas autarquias locais portuguesas.
In the current global scenario, punctuated by intense competitiveness and constant challenges, innovation has emerged as a key pillar for organisations, especially those in the public sector and local administration. The following internship report is focused on the in-depth study of the relevance of innovation in skill development and in the promotion of an innovative culture within the Portuguese Municipalities, with special attention to the Cascais Municipality. As a reference, we used the “Innovation Culture Self-Assessment Tool (FACI)”, which is an essential tool integrated into the SIMPLEX’ 20-21 Programme and is promoted by the Portuguese National Institute of Administration. This tool helps public entities to embrace innovative strategies in their overall management system. In this report, we analyse the innovation culture in Portuguese Municipalities and propose an innovation culture assessment instrument adapted to the local context. The “Local Innovation Culture Self-Assessment Tool (FACIL)” integrates innovative approaches to help local governments. This new tool is designed to assess, quantify, and boost levels of innovation in Portuguese local authorities. It facilitates the implementation of practices that increase the efficiency, transparency, and quality of public services. It also encourages more active and collaborative citizen participation. The methodology we used follows a qualitative approach, where the data collection through interviews technique was applied. Through these interviews, it was possible to adapt the tool to the local context. The Jogo da FACIL emerges as a valuable instrument in this study, promoting a dynamic and cooperative assessment of innovative culture in local governments. The uptake of this instrument enabled an ambience of effective participation and reflection between the workers, allowing the identification of improvement strategies and innovative opportunities to become easier. This playful method proved to be essential to catalyse the evolution of the practice of innovative strategies in Portuguese local governments.
