O presente trabalho analisa de forma abrangente a relação entre o consumo de substâncias psicoativas e a criminalidade, com foco em indivíduos reclusos, abordando as diferentes trajetórias droga-crime, modelos explicativos e fatores individuais e estruturais que influenciam esses comportamentos. A pesquisa discute as perspetivas causal, estruturalista e processual, destacando que a relação não é linear, mas multifatorial, influenciada por elementos biológicos, psicológicos, sociais e contextuais. São examinadas as funções da prisão e as mudanças na intervenção em contexto prisional, priorizando a reabilitação e a reinserção social, em consonância com as Regras de Mandela e o Código de Execução das Sanções Penais Condenatórias de Cabo Verde. Analisa-se o papel da educação, do trabalho e
das formações profissionais, bem como a importância da intervenção multidisciplinar através de entrevistas semiestruturadas aplicadas aos técnicos de reinserção social que desempenham funções na Cadeia Central de São Vicente. São discutidos conceitos e práticas de reinserção e reabilitação social, os desafios e fatores que influenciam a reincidência. Os resultados evidenciam que, apesar dos esforços institucionais, o sistema prisional cabo-verdiano enfrenta limitações estruturais, escassez de recursos e falta de articulação entre entidades, persistindo também obstáculos como o estigma social e a ausência de acompanhamento póslibertação.
Tendo em conta estes resultados, o presente estudo enfatiza a necessidade de políticas públicas eficazes, que promovam oportunidades de educação, formação e trabalho, reduzam o estigma e fortaleçam as redes de apoio, visando a prevenção da reincidência e a construção de trajetórias de vida normativas.
This study provides a comprehensive analysis of the relationship between psychoactive substance use and criminality, focusing on incarcerated individuals. It addresses the different drug-crime trajectories, explanatory models, and the individual and structural factors influencing such behaviors. The research discusses causal, structuralist, and processual perspectives, emphasizing that the relationship is not linear but multifactorial, shaped by biological, psychological, social, and contextual elements. The functions of imprisonment and changes in prison-based interventions are examined, prioritizing rehabilitation and social reintegration in accordance with the Mandela Rules and the Penal Sanctions Execution Code of Cape Verde. The study analyses the role of education, work, and professional training, as well as the importance of multidisciplinary intervention through semi-structured interviews conducted with social reintegration professionals working at the São Vicente central Prison. Concepts with social reintegration and social rehabilitation are discussed, along, with the challenges and factors influencing recidivism, The results indicate that, despite institutional efforts, the Cape Verdean prison system faces structural limitations, resource scarcity, and a lack of coordination among agencies, with additional obstacles including social stigma and the absence of post-release support. Based on these findings, the study emphasizes the need for effective public policies that promote education, training, and employment opportunities, reduce stigma, and strengthen support networks, aiming to prevent recidivism and foster normative trajectories.
