O presente trabalho tem como objetivo analisar o funcionamento da associação de municípios portuguesa, chamada ‘adapt.local’, para, a partir desta análise, propor um modelo de rede de cooperação para adaptação local às mudanças climáticas para os municípios da Região Metropolitana de Curitiba. Para operacionalizar o estudo, é feita uma revisão teórica acerca dos temas pertinentes para a compreensão da rede adapt.local, nomeadamente: governança e políticas públicas em rede; mudanças e adaptação climáticas; e governança ambiental. A metodologia utilizada é de abordagem qualitativa, de natureza aplicada, utilizando o método de estudo de caso. A coleta dos dados se deu a partir de entrevistas, análise documental e revisão bibliográfica; e a análise dos dados foi feita fazendo uso da análise de conteúdo. Para compreensão da situação climática de Portugal e do Paraná realizou-se a contextualização do perfil climático de ambas as regiões, além de previsões acerca de efeitos climáticos extremos e de seus impactos. O estudo de caso da associação adapt.local foi feito utilizando a análise documental, revisão bibliográfica e entrevistas com os agentes públicos dos municípios associados. Com essas informações foi possível constituir um modelo de análise da associação adapt.local, tendo pleno entendimento de sua constituição e funcionamento. Para a aplicação do modelo de análise aos municípios paranaenses da Região Metropolitana de Curitiba foram realizadas entrevistas com os agentes públicos desses municípios, a fim de compreender suas percepções sobre a possibilidade de constituição de uma rede de cooperação em matéria de adaptação local às mudanças climáticas. Como principais resultados, se observa que é do interesse dos municípios pesquisados a constituição de uma rede de cooperação pelas seguintes motivações: troca de experiências; olhar territorial e regionalizado; redução de custos; e experiências prévias de atuação em consórcios que validam a atuação em redes de governança. A partir de então, são feitas proposições de como uma rede de governança para a formulação e implementação de políticas públicas de adaptação climática poderia ser implementada, que se resumem a: adaptação de estruturas já existentes, como o CONRESOL; ou a partir da criação de uma rede de cooperação nova, tomando como base a experiência portuguesa. A partir de então, são feitas propostas sobre como ela poderia ser implementada, tomando como base as entrevistas realizadas e o modelo de análise aplicado na rede adapt.local.
The present work aims to analyze the functioning of the Portuguese association of municipalities, called 'adapt.local', to, based on this analysis, propose a cooperation network model for local adaptation to climate change for municipalities in the Metropolitan Region of Curitiba. To operationalize the study, a theoretical review is carried out on the topics relevant to understanding the adapt.local network, namely network governance and public policies, climate change and adaptation, and environmental governance. The methodology used is a qualitative approach of an applied nature, using the case study method. Data collection took place through interviews, document analysis and bibliographic review, and data analysis was carried out using content analysis. To understand the climate situation in Portugal and Paraná, the climate profile of both regions was contextualized, in addition to predictions about extreme climate effects and their impacts. The case study of the adapt.local association was carried out using documentary analysis, bibliographic review, and interviews with public agents from the associated municipalities. With this information, it was possible to create an analysis model for the adapt.local association, having a full understanding of its constitution and functioning. To apply the analysis model to the municipalities of Paraná in the Metropolitan Region of Curitiba, interviews were carried out with public agents in these municipalities to understand their perceptions about the possibility of establishing a cooperation network in terms of local adaptation to climate change. As main results, it is observed that it is in the interest of the municipalities surveyed to establish a cooperation network for the following reasons: exchange of experiences; territorial and regionalized perspective; cost reduction; and previous experiences of working in consortia that validate working in governance networks. From then on, propositions are made on how a governance network for the formulation and implementation of public climate adaptation policies could be implemented, which boil down to: adaptation of existing structures, such as CONRESOL; or from the creation of a new cooperation network, based on the Portuguese experience. From then on, proposals are made on how it could be implemented, based on the interviews carried out and the analysis model applied in the adapt.local network.
