Este trabalho tem na descentralização da educação no Município de Carrazeda de Ansiães o seu cerne. Compreender de que forma todo o processo de descentralização da educação se encontra a decorrer no Município é o foco que permitirá avaliar preliminarmente a sua implementação. Deste modo, conhecer as perceções dos atores, seja a nível do município, do agrupamento de escolas e seus destinatários no processo de descentralização, face às novas competências que agora se encontram na esfera do município de Carrazeda de Ansiães, na produção do bem público educação permitirá analisar quais as perceções sentidas pelos intervenientes nas mudanças já implementadas no Município. Para que possamos compreender esta aproximação ao centro de decisão, e se existem efeitos positivos, foi escolhido o método qualitativo. Importa perceber quais as perceções sobre a descentralização de competências na área da educação no Município de Carrazeda de Ansiães, importa ainda compreender a perceção que os diferentes atores têm sobre o processo em curso, pois é da sua compreensão, da subjetividade e do significado que cada um tem do processo, que será possível através da análise de conteúdo das entrevistas tirar conclusões. Estas focam-se na proximidade aos decisores políticos, das necessidades e expetativas dos cidadãos, na correta afetação de recursos, na desburocratização e na flexibilidade e rapidez com que os decisores respondem ajustando o bem público a estas preferências e necessidades dos cidadãos. Compreender se haverá aqui vantagens na gestão escolar, tendo uma governação local mais próxima que possa no âmbito da administração orçamental, aumentar e eficiência e eficácia de uma aplicação orçamental mais adaptada à realidade no caso do município de Carrazeda de Ansiães. A análise da perceção que os seus intervenientes tem sobre todo o processo é crucial para sermos capazes de melhor compreender em que estado se encontra um processo complexo como a descentralização de competências na área da educação, porém temos de compreender que face a um processo complexo com diversas especificidades legais e burocracias, poderá face à aplicação do método de recolha de informação, haver uma tendência quer a considerar um ponto mais positivo ou negativo nas perceções dos intervenientes, que deverá em sede análise ser tido em conta aquando da valoração dos dados.
The core of this work is the decentralisation of education in the municipality of Carrazeda de Ansiães. Understanding how the whole process of decentralising education is taking place in the municipality is the focus that will allow us to preliminarily assess its implementation. In this way, knowing the perceptions of the actors, whether at the level of the municipality, the school grouping and its recipients in the decentralisation process, in the face of the new competences that are now in the sphere of the municipality of Carrazeda de Ansiães, in the production of the public good of education, will allow us to analyse the perceptions felt by those involved in the changes already being implemented in the municipality. To understand this approach to the decision-making centre and whether there are any positive effects, a qualitative method was chosen. It is important to understand the perceptions of the decentralisation of competences in education in the Municipality of Carrazeda de Ansiães. It is also important to understand the perception that the different actors have of the ongoing process, because it is from their understanding, the subjectivity and meaning that each one has of the process, that it will be possible to draw conclusions through the content analysis of the interviews. These focus on the proximity to political decision-makers, the needs and expectations of citizens, the correct allocation of resources, debureaucratisation and the flexibility and speed with which decision-makers respond, adjusting the public good to these preferences and needs of citizens.To understand whether there are advantages in school management, having closer local governance that can, in the context of budget administration, increase the efficiency and effectiveness of a budget application that is more adapted to the reality in the case of the municipality of Carrazeda de Ansiães. Analysing stakeholders' perceptions of the whole process is crucial to being able to better understand the state of a complex process such as the decentralisation of competences in the area of education. However, we have to understand that, given a complex process with various legal and bureaucratic specificities, there may be a tendency to consider a more positive or negative point in stakeholders' perceptions when applying the information-gathering method, which should be taken into account when evaluating the data.
