Abstract(s)
A influência da inovação para a vida em sociedade é uma verdade cada vez mais
perceptível, introduzindo mudanças econômicas, sociais, políticas e tecnológicas. Neste
contexto, o Estado exerce papel fundamental no desenvolvimento de políticas públicas e no
campo da inovação esse papel torna-se imprescindível para impulsionar e encorajar o setor
privado para que façam as coisas acontecerem. As pessoas têm suas vidas nas cidades e
estas são as representações do Estado que estão mais próximas dos cidadãos, tendo o
condão de melhor conduzir as políticas necessárias para a formação de uma sociedade
conectada, inteligente, sustentável e inclusiva. Este estudo tem por objetivo analisar as
políticas públicas de incentivo à inovação sob a perspectiva da administração pública a nível
local, e, identificar os principais instrumentos ao alcance dos municípios. Partindo da
questão central do estudo que busca identificar quais as políticas públicas de incentivo à
inovação são definidas pelos municípios e de que forma estas são concretizadas? A
pesquisa tem natureza aplicada e utiliza uma abordagem qualitativa com foco na exploração
das realidades locais de Curitiba (BR) e Bragança (PT), servindo-se de uma revisão
bibliográfica e documental, aprofundada pelo procedimento de estudo de caso. A recolha
de dados foi realizada por meio entrevistas semiestruturadas com a aplicação da técnica de
bola de neve, seguida de uma posterior compilação, análise das informações e
apresentação dos resultados com a identificação das políticas públicas existentes e os
principais instrumentos de incentivo à inovação, onde ficou demonstrado que a política de
incentivos ao desenvolvimento e a inovação em Portugal é exercida de acordo com um
sistema de governança multinível, de forma desconcentrada e com a participação da
comunidade científica e de empresas privadas sob a liderança do Governo Central. E, por
outro lado, no Brasil, especificamente em Curitiba, a criação de um ecossistema voltado às
atividades de desenvolvimento e inovação, denominado de Vale do Pinhão, ambiente que
conecta a academia, setor empresarial e administração pública, reunidos em volta de temas
sobre ciência, tecnologia, inovação e empreendedorismo e apresenta o Programa Curitiba
Tecnoparque como principal instrumento.
The influence of innovation for life in society is an increasingly noticeable truth, introducing economic, social, political, and technological changes. In this context, the State plays a fundamental role in the development of public policies, and in the field of innovation this role becomes indispensable to push and encourage the private sector to make things happen. People live their lives in cities, and these are the representations of the State that are closest to the citizens, having the ability to better conduct the necessary policies for the formation of a connected, intelligent, sustainable, and inclusive society. This study aims to analyze the public policies to encourage innovation from the perspective of public administration at the local level, and to identify the main instruments within the reach of municipalities. Starting from the central question of the study that seeks to identify which public policies to encourage innovation are defined by the municipalities and in what way these are concretized? The research has an applied nature and uses a qualitative approach focusing on the exploration of the local realities of Curitiba (BR) and Bragança (PT), using a bibliographic and documental review, deepened by the case study procedure. Data collection was carried out through semi-structured interviews with the application of the snowball technique, followed by subsequent compilation, analysis of the information and presentation of the results with the identification of existing public policies and the main instruments to encourage innovation, where it was shown that the policy of incentives for development and innovation in Portugal is exercised according to a system of multilevel governance, in a decentralized manner and with the participation of the scientific community and private companies under the leadership of the Central Government. And, on the other hand, in Brazil, specifically in Curitiba, the creation of an ecosystem focused on development and innovation activities, called the Vale do Pinhão, an environment that connects academia, business sector and public administration, gathered around issues of science, technology, innovation and entrepreneurship and presents the Curitiba Tecnoparque Program as the main instrument.
