Importância dos fundos comunitários no município de Mirandela: práticas e políticas

| dc.description.abstract | A Política Regional Europeia trata-se de uma política de investimento estratégico que pretende promover o crescimento económico e melhorar a qualidade de vida das pessoas em todas as cidades, regiões e países da União Europeia. Além do mais, é uma expressão de solidariedade que centraliza o apoio nas regiões menos desenvolvidas. Da Política Regional Europeia surgem os fundos europeus designados de Fundos Europeus Estruturais e de Investimento (FEEI), quando se tornam instrumentos financeiros desta mesma política, no objetivo da coesão económica, social e territorial. Desde a adesão à União Europeia em 1986, Portugal passou a beneficiar de apoio financeiro da Política Regional Europeia, através de comparticipações em investimentos nacionais, tanto ao nível público como privado, para o desenvolvimento da sua economia, com o objetivo de aproximar os seus padrões de desenvolvimento à média do contexto europeu. Neste momento, Portugal encontra-se a receber fundos comunitários na sequência do acordo de parceria, entre 2021-2027, designado Portugal 2030, através dos seus programas. O presente relatório descreve o estágio realizado na Câmara Municipal de Mirandela, entre 2 de dezembro de 2019 e 24 de junho de 2020. O estágio teve como objetivo analisar a dinâmica dos fundos comunitários no concelho de Mirandela, bem como determinar o peso dos fundos comunitários nas receitas do município. Recorreu-se ao método qualitativo e quantitativo para a concretização do estudo. Os resultados obtidos mostram que, para o período de 2016-2020, o total de receitas correntes e de capital ascendem a 118 164 837,10 euros e 9 279 435,50 euros, respetivamente. Em relação às candidaturas dos projetos verificou-se que os valores mais elevados, consoante as áreas de enquadramento das candidaturas, respeitam às áreas do desenvolvimento regional e coesão no valor de 7 419 577,65 euros e do ambiente e ação climática de 4 152 015,27 euros. Os fundos comunitários nas receitas do município representaram, no ano de 2016 de 65%, em 2017 de 196% e em 2020 de 57%. No período estudado, o peso dos fundos comunitários nas receitas foi de 39%. | pt_PT |
| dc.description.abstract | European Regional Policy is a strategic investment policy that aims to promote economic growth and improve the quality of life of people in all cities, regions and countries of the European Union. Furthermore, it is an expression of solidarity that centralizes support in less developed regions. From European Regional Policy, European funds called European Structural and Investment Funds (ESIF) emerge, when they become financial instruments of this same policy, with the objective of economic, social and territorial cohesion. Since joining the European Union in 1986, Portugal has benefited from financial support from the European Regional Policy, through contributions to national investments, both at public and private level, for the development of its economy, with the aim of bringing its development standards to the average of the European context. Currently, Portugal is receiving community funds following the partnership agreement, between 2021-2027, called Portugal 2030, through its programs. This report describes the internship carried out at Mirandela Municipal Council, between December 2, 2019 and June 24, 2020. The objective of the internship was to analyze the dynamics of community funds in the municipality of Mirandela, as well as to determine the weight of community funds in the municipality's revenues. Qualitative and quantitative methods were used to carry out the study. The results obtained show that, for the period 2016-2020, total current and capital revenues amount to 118 164 837,10 euros and 9 279 435,50 euros, respectively. In relation to project applications, it was found that the highest values, depending on the areas covered by the applications, concern the areas of regional development and cohesion in the amount of 7 419 577,65 euros and environment and climate action in the amount of 4 152 015,27 euros. Community funds in the municipality's revenue represented, in 2016, 65%, in 2017, 196% and in 2020, 57%. In the period studied, the weight of community funds in revenue was 39%. | pt_PT |
