Este estudo explora o potencial da contribuição do mercado voluntário de carbono brasileiro (MVC)
para as metas de redução de emissões de gases de efeito estufa (GEE) da União Europeia (UE)
estipuladas no Acordo de Paris, focando no período entre 1999 e 2023. Inicialmente, a pesquisa
revisa o histórico e o funcionamento do MVC no Brasil, incluindo projetos associados ao setor
AFOLU (Agricultura, Florestas e Outros Usos da Terra), destacando sua relevância para a mitigação
de mudanças climáticas. Utilizando uma abordagem metodológica mista, com dados secundários e
análises qualitativas e quantitativas, o estudo examina a relação entre o desempenho do MVC
brasileiro e as metas redução e compensação de emissões da UE. A análise estatística, com
regressão linear e correlação, revela uma correlação significativa entre o aumento da compensação
de emissões no Brasil e a redução de GEE na UE, destacando o Brasil como um parceiro estratégico
para o cumprimento das metas climáticas europeias. As conclusões enfatizam que o MVC pode
contribuir significativamente para a neutralidade de carbono da UE, especialmente por meio de
projetos REDD, ARR, ALM de carbono, na Amazônia, Mata Atlântica e outros biomas brasileiros.
Como recomendação, propõe-se o desenvolvimento de políticas públicas voltadas à
regulamentações para aumentar a qualidade, a quantidade e a confiabilidade dos créditos de
carbono provindos do MVC brasileiro, além de futuramente aprofundar a análise com variáveis
econômicas.
This study analyzes the potential of contribution of the Brazilian voluntary carbon market (MVC) to the European Union's (EU) greenhouse gas (GHG) emissions reduction targets set forth in the Paris Agreement, focusing on the period from 1999 to 2023. Initially, the research reviews the history and operation of the MVC in Brazil, including projects associated with the AFOLU sector (Agriculture, Forestry, and Other Land Uses), highlighting its relevance for climate change mitigation. Using a mixed-methods approach with secondary data and qualitative and quantitative analyses, the study examines the relationship between the performance of the Brazilian MVC and the EU's emissions reduction and offset goals. Statistical analysis, including linear regression and correlation, reveals a significant correlation between increased emissions compensation in Brazil and GHG reductions in the EU, positioning Brazil as a strategic partner in achieving European climate targets. Conclusions emphasize that the MVC can significantly contribute to the EU's carbon neutrality, especially through REDD, ARR, and ALM carbon projects in the Amazon, Atlantic Forest, and other Brazilian biomes. Recommendations include the development of regulations to increase the quality, quantity, and reliability of carbon credits in Brazil, as well as a deeper analysis incorporating economic variables.
