Filipe; Tavares, António F.Nowadays, Local Governments have a heavy burden of dealing with much of the services with added value to citizens. Their competences kept on growing at the expenses of central government responsibilities’ cope with all these challenges, local governments use several mechanisms to deliver public services to their citizens. In this paper we analyze New Public Management (NPM), and post-NPM as mains reform paradigms with impact in the governance alternatives.
