Abstract(s)
Este trabalho empírico teve como principal objetivo avaliar a disposição para pagar pelo uso
e não uso dos bens públicos puros, mais concretamente as praias da albufeira do Azibo,
procurando analisar as principais caraterísticas inerentes aos visitantes e àquelas praias.
Para além disso, pretende-se, ainda, identificar os determinantes da disposição para pagar.
Esta investigação adotou uma abordagem quantitativa, através da aplicação de um inquérito
por questionário, aos visitantes das praias da Ribeira e da Fraga da Pegada. Foram
aplicados 600 questionários durante a época balnear de 2020, tendo sido validados 573
respostas, correspondendo a 95,5% da população inquirida. O erro amostral foi de 2,55%
assumindo um nível de significância de 95%, tornando a amostra representativa do universo
do estudo. Os primeiros resultados parecem apontar, de forma consistente, para a
existência de disponibilidade para pagar, por parte dos visitantes, pela preservação
ambiental dos recursos naturais, isto é, pelo não uso dos bens públicos puros, bem como
pelo uso de serviços e estruturas de apoio às praias da Albufeira do Azibo. À semelhança
de outros estudos (Liu, Liu, Zhang, Qu, & Yu, 2019) que apontam para a existência de
disponibilidade para pagar por parte dos visitantes, também neste caso os visitantes
declaram estar dispostos a pagar, contudo, o montante que os visitantes declaram estar
dispostos a pagar pelo uso dos recursos das praias da Albufeira do Azibo, poderá́ de alguma
forma estar mais relacionado com questões simbólicas ou afetivas do que, propriamente,
com o seu uso direto. Adicionalmente, o facto de existir ainda um número limitado de
estudos nesta área dificulta a generalização dos resultados obtidos, tanto mais que o
presente trabalho assenta num estudo de caso focado apenas nas praias da Albufeira do
Azibo. De igual modo, e contrariamente ao observado em anos anteriores, o número de
visitantes diminuiu drasticamente, na época balnear referida, tendo predominado visitantes
da área metropolitana do Porto, o que poderá́ constituir algum tipo de enviesamento face
ao perfil-tipo de visitante pré-COVID 19. Ainda assim, pretendemos, contribuir para um tema
ainda pouco desenvolvido no contexto das políticas públicas locais de turismo e do
desenvolvimento sustentável e facilitar, aos atores públicos locais, a definição de um valor
para pagamento pelo uso de bens públicos de uso e de não uso das praias da albufeira do
Azibo.
The main objective of this empirical study was to evaluate the willingness to pay for the use and non-use of pure public goods, more specifically the beaches of the Azibo reservoir, seeking to analyse the main characteristics inherent to visitors and those beaches. Furthermore, it is also intended to identify the determinants of willingness to pay. This research adopted a quantitative approach, through the application of a questionnaire survey to the visitors of Ribeira and Pegada's fraga beaches. 600 questionnaires were applied during the 2020 bathing season, and 573 responses were validated, corresponding to 95.5% of the surveyed population. The sampling error was 2.55% assuming a significance level of 95%, making the sample representative of the study universe. The first results seem to consistently point to the existence of willingness to pay, on the part of visitors, for the environmental preservation of natural resources, i.e. for the non-use of pure public goods, as well as for the use of services and structures supporting the beaches of the Azibo lagoon. Similarly to other studies (Liu, Liu, Zhang, Qu, & Yu, 2019) that point to the existence of willingness to pay on the part of visitors, also in this case visitors declare that they are willing to pay, however, the amount that visitors declare that they are willing to pay for the use of the resources of the beaches of Albufeira do Azibo, maý somehow be more related to symbolic or affective issues than, properly, with their direct use. In addition, the fact that there are still a limited number of studies in this area makes it difficult to generalise the results obtained, especially since this study is based on a case study focused only on the beaches of the Azibo lagoon. In the same way, and contrary to what has been observed in previous years, the number of visitors decreased dramatically during this bathing season, with visitors from the metropolitan area of Porto predominating, which may constitute some kind of bias against the pre-COVID 19 visitor-type profile. Even so, we intend to contribute to a theme still underdeveloped in the context of local public policies on tourism and sustainable development and facilitate, to local public actors, the definition of a value for payment for the use of public goods of use and non-use of the beaches of the Azibo reservoir.
