Abstract(s)
O objetivo desta pesquisa é analisar a política social, particularmente a Política
Nacional de Assistência Social – PNAS, no Brasil, e o Sistema de Proteção Social
e Cidadania – SPSC, em Portugal, para a promoção do crescimento inclusivo. Esta
é uma temática relevante e contemporânea para acadêmicos, políticos e gestores
públicos por tratar de questões ainda problemáticas e que demandam reflexões
para suas soluções quais sejam: erradicação da pobreza, redução da desigualdade
social e crescimento inclusivo. Para tanto, este trabalho parte do debate teórico
sobre o crescimento inclusivo e avaliações de políticas sociais intersetoriais, que
constituem as categorias de análise além do entendimento sobre: pobreza,
desigualdade social e inclusão. Posterior, faz-se o levantamento de dados
documentais e bibliográficos sobre ambas as políticas, em particular o Programa
Bolsa Família (PBF), no Brasil, e Rendimento Social de Inserção (RSI), em
Portugal, objetos de pesquisa deste trabalho. Metodologicamente caracteriza-se
por ser uma pesquisa descritiva e analítica, de análise qualitativa com base no
método comparativo. Os principais resultados mostram que as diferenças
territoriais e populacionais nos países estudados refletem no número de
beneficiários atendidos pelos programas estudados, sendo maior no Brasil com
cerca de 14 milhões de famílias atendidas. Ambos os programas utilizam como
critério de inclusão a renda mostrando a dimensão econômica da pobreza como
central. Os valores transferidos e/ou prestados às famílias e/ou indivíduos se
diferem, sendo maiores em Portugal em torno de 18 vezes. Por fim, as ações
instituídas por ambos os programas mostram melhorias nos indicadores de renda,
saúde e educação nas famílias e/ou indivíduos beneficiados durante o período de
análise promovendo o crescimento inclusivo.
The aim of this research is to analyze social policy, particularly the National Social Assistance Policy - PNAS in Brazil, and the Social Protection and Citizenship System - SPSC in Portugal to promote inclusive growth. This is a relevant and contemporary theme for academics, politicians and public administrators because it addresses still problematic issues that require reflections on their solutions: poverty eradication, reduction of social inequality and inclusive growth. Therefore, this paper starts from the theoretical debate on inclusive growth and evaluation of intersectoral social policies, which constitute the categories of analysis beyond the understanding of: poverty, social inequality and inclusion. Subsequently, documentary and bibliographic data are collected on both policies, in particular the Program Family Grant in Brazil and Social Insertion Income in Portugal, research objects of this paper. Methodologically it is characterized by being a descriptive and analytical research of qualitative analysis based on the comparative method. The main results show that the territorial and population differences in the countries studied reflect the number of beneficiaries served by the studied programs being greater in Brazil with about 14 million families served. Both programs use as an inclusion criterion the income, showing the economic dimension of poverty as central. The amounts transferred and / or provided to families and / or individuals differ, being higher in Portugal around 18 times. Finally, the actions instituted by both programs show improvements in income, health and education indicators in the families and / or individuals benefited during the analysis period promoting inclusive growth.
