| dc.description.abstract | O presente estudo propôs-se a analisar a funcionalidade do Orçamento Participativo no município de Mirandela, enquanto instrumento de gestão democrática e participativa. Procurou-se identificar o processo de definição para a implantação do OP no cito município, bem como constatar a efetividade da realização das ações previstas no Orçamento Participativo pelo órgão executivo. A abordagem adotada foi qualitativa por meio de pesquisa bibliográfica, documental e com recurso a entrevista. Os resultados permitiram identificar que o volume de recursos destinado ao Orçamento Participativo de Mirandela correspondeu a 150.000 euros, composto de recursos próprios. Além disso, foi possível identificar o enfoque prioritário inicialmente dado pelo município aos idosos, jovens e crianças. Por outro lado, também foi identificado por meio da pesquisa que, os investimentos relativos as propostas vencedoras, no processo de 2016, ainda não foram realizados devido ao Plano de Saneamento Financeiro a que o município ficou sujeito. A contribuição teórica da pesquisa consiste em reunir o espectro orçamentário e financeiro que afeta diretamente o Orçamento Participativo e, empiricamente, com a identificação do volume, a origem e os critérios previamente definidos para a distribuição dos recursos. | pt_PT |
| dc.description.abstract | This study analyzes the functionality of the Participatory Budget in the municipality of Mirandela as an instrument of democratic and participatory management. We sought to identify the process of definition for the implementation of participatory budgeting in this municipality, as well as to verify the effectiveness of the implementation of the actions set forth in the Participatory Budget by the executive (government). The approach adopted was qualitative, by means of bibliographic and documental research and interviews. The results identified that the volume of resources allocated to the Mirandela Participatory Budget amounted to 150,000 euros, made up of own resources. In addition, it was possible to identify the priority focus initially given by the municipality to the elderly, youth and children. On the other hand, it was also detected through the survey that the investments related to the winning proposals in the 2016 process have not yet been made due to the Financial Sanitation Plan. The theoretical contribution of the survey consists of gathering the budgetary and financial spectrum that directly affects the PB and empirically with the identification of the volume, origin and criteria previously defined for the distribution of the resources | pt_PT |
