O financiamento em saúde é fundamental para garantir o acesso aos serviços de saúde. Ao longo
do tempo, essencialmente nas últimas duas décadas, o mix do financiamento em saúde dos países
desenvolvidos tem-se modificado. Assim, torna-se necessário conhecer essa realidade e avaliar de
que forma o tipo de financiamento é importante para garantir o acesso aos serviços de saúde e para
a prossecução da cobertura de saúde a nível mundial. Em todo o mundo existem grandes variações
na quantidade de recursos financeiros que os países gastam em saúde. Tendo em consideração
toda a problemática acima descrita, o objetivo do trabalho de investigação agora proposto é
identificar e quantificar quais os fatores macroeconómicos que vêm influenciando a evolução do
financiamento em saúde nestas economias ao longo do tempo. Para identificar e quantificar quais
os fatores macroeconómicos e demográficos que influenciam a evolução do rácio do financiamento
em saúde (especificamente o rácio entre financiamento público e privado) num conjunto de 36
países e no período entre 2000 a 2019, é aplicada a metodologia econométrica de dados em painel.
Para a estimação dos modelos é utilizada informação estatística anual para as 36 economias em
estudo na escala de tempo em causa. Conclui-se que o financiamento em saúde através de despesa
pública tem vindo a diminuir enquanto que o da despesa privada tem vindo a aumentar. Verificouse
ainda que os fatores sociodemográficos não têm influência na despesa com o financiamento em
saúde. Ao invés destes, os fatores socioeconómicos apresentam uma contribuição significativa no
financiamento em saúde. As variáveis: população empregue, taxa de desemprego, rendimento per
capita e taxa de inflação são estatisticamente significativas quanto ao rácio em estudo.
Health funding is essential to ensure access to health services. Over time, essentially in the last two decades, the mix of health funding in developed countries has changed. Thus, it is necessary to know this reality and evaluate how the type of funding is important to ensure access to health services and to continue health coverage worldwide. Around the world there are large variations in the amount of financial resources that countries spend on health. Taking into account all the problems described above, the objective of the research work now proposed is to identify and quantify which macroeconomic factors have been influencing the evolution of health financing in these economies over time. To identify and quantify which macroeconomic and demographic factors influence the evolution of the health funding ratio (specifically the ratio of public and private funding) in a group of 36 countries and in the period of the 2000 to 2019. The econometric methodology of panel data is applied. For the estimation of the models, annual statistical information is used for the 36 savings under study in the time scale concerned. It is concluded that health funding through public spending has been decreasing while private spending has been increasing. It was also verified that sociodemographic factors have no influence on health financing expenditure. Instead, socio-economic factors make a significant contribution to health funding. The following variables: population used, unemployment rate, per capita income and inflation rate are statistically significant in terms of the ratio under study.
