Abstract(s)
O objectivo fundamental deste trabalho foi dar a conhecer o desenvolvimento florestal
de Trás-os-Montes e Alto Douro nos últimos 20 anos através da acção das ACF, mais
concretamente, através da reflexão dos Técnicos Superiores e de alguns Associados da
Arborea - Associação Florestal da Terra Fria Transmontana.
Os objectivos específicos foram: estudar a situação actual do associativismo florestal
em TMAD e qual o papel das ACF no desenvolvimento florestal; reflectir sobre a forma
como os fenómenos sociais e políticos afectam os sistemas florestais específicos das
regiões de montanha de Portugal; analisar as reacções dos actores sociais às mudanças
inerentes; descrever e analisar as principais tarefas e quais os grandes problemas que o
associativismo florestal enfrenta no seu desafio quotidiano com esses fenómenos;
descrever e analisar as razões para os produtores florestais adoptarem comportamentos
associativos na situação actual, e reflectir sobre as perspectivas do desenvolvimento
florestal no futuro.
Para esta análise foram aplicados inquéritos fechados de caracterização dos recursos
materiais e humanos das ACF existentes na região em estudo, e feito o estudo de caso
(EC) de uma ACF- Arborea. No nosso EC, aplicamos um guião de entrevista aos
Técnicos Superiores e a Associados da Arborea. Foram avaliados diversos parâmetros,
nomeadamente a caracterização geral das ACF em Trás-os-Montes e Alto Douro, um
estudo aprofundado da Arborea (recursos materiais e humanos, base social, sistema de
comunicação interna e relações inter-institucionais e comerciais, descrição detalhada da
mancha florestal), e por fim, a perspectiva dos técnicos e associados.
Verificou-se que o associativismo florestal em Trás-os-Montes desenvolve um papel
meritório no apoio técnico aos produtores florestais, sendo os principais problemas o
facto de existir uma deficiente estrutura fundiária produtiva, uma inadequação das
políticas e instrumentos de desenvolvimento florestal, uma débil interiorização dos
valores do associativismo, e uma elevada idade média dos produtores.
No que respeita às formas de resolução dos principais problemas, propomos a melhoria
da estrutura fundiária dos povoamentos, a facilitação dos procedimentos burocráticos, o incentivo ao aproveitamento multifuncional da floresta e um claro esforço de
interiorização dos comportamentos associativos.
The main objective of this work was to inform about the forest development of Trás- os – Montes e Alto Douro (TMAD) in the last 20 years through the activity of ACF (Forestry Cooperative Association); specifically, through surveys from technicians and some associates of Arborea - Associação Florestal da Terra Fria Transmontana. The specific objectives were: (i) to study the current situation of forestry associativism TM and the role of ACF in forestry development; (ii) to reflect about the impact of social and political phenomena on forestry systems specific of the mountainous regions of Portugal; (iii) to investigate the reaction of the social actors to the inherent changes; (iv) to describe and analyse the main tasks and major problems that the forestry associativism faces in its daily challenge with these phenomena; (v) to describe and analyse the reasons why forestry producers adopt associative behaviours in the current situation; and (vi) to discuss the perspectives of forestry development in the future. For this analysis, closed surveys were performed in order to characterise material and human resources of ACF present in the region under study, and subsequently a case study (EC) of ACF Arborea was conducted. In our case study, an interview template was prepared and applied to the technicians and associates of Arborea. We evaluated many parameters such as the general characterisation of ACF in TMAD; an in-depth study of Arborea (material and human resources, social basis, internal communication system and inter-institutional and commercial relations; an exhaustive description of our forestry area; and at last, the perspective of technicians and associates. The forestry associativism in Trás-os-Montes was found to be paramount in the technical support to the forestry producers, being the main problems the lack of a suitable productive land structure, forestry development instruments and inappropriate policy, a poor conscience of the associativism values, and a high mean age of the producers. Concerning the approaches to solve the main problems, we propose the improvement of stand’s land structure, the facilitation of bureaucratic procedures, the incentive to a multifunctional use of the forestry and a clear effort to accept the associative behaviors.
