dc.description.abstractO presente estudo teve como objetivo central avaliar as medidas adotadas pelo Plano de Saneamento Financeiro do Município de Mirandela, mensurando-se os resultados do instrumento previsto na legislação portuguesa, partindo-se de referenciais teóricos sobre a descentralização fiscal, planejamento, recuperação financeira e gestão fiscal. Para tanto, o estudo se deu com a utilização de metodologia científica-social de estudo de caso, avaliando- se o “porquê” e “como” se deram as medidas, com abordagem qualitativa. Os resultados indicam que das 23 medidas, 3 não foram implementadas, 10 foram parciais e 10 foram implementadas, e que ainda que não atingidas todas as metas, o cerne do plano estava no endividamento autárquico, alcançando-se a redução das dívidas e aumento positivo da margem de endividamento, apontando-se, em termos gerais, êxito na adoção do mecanismo de recuperação financeira.pt_PT
dc.description.abstractThe main objective of this study was to evaluate the measures adopted by the Financial Recovery Plan of the Municipality of Mirandela, measuring the results of the instrument provided for in Portuguese legislation, starting from theoretical references on fiscal decentralization, planning, financial recovery and fiscal management. Therefore, the study was carried out using a scientific-social case study methodology, evaluating the “why” and “how” of the measurements, with a qualitative approach. The results indicate that of the 23 measures, 3 were not implemented, 10 were partial and 10 were implemented, and that even if not all goals were achieved, the core of the plan was in the municipal debt, in which there was a reduction in debts and a positive increase indebtedness margin, pointing out that, in general terms, there was success with the use of the financial recovery mechanism.pt_PT
