Contexto e relevância: Os desafios globais exigem ações consistentes por parte das instituições, traduzidas em medidas inovadoras e, muitas vezes, urgentes. As novas tecnologias, são ferramentas importantes na transformação. A inovação deve constituir uma capacidade transversal da Administração Pública, fundamental para melhorar os seus processos e os serviços que presta1. Adicionalmente, destaca-se que a redução das perdas de água nos sistemas de abastecimento é uma preocupação à escala mundial.
Questão de investigação: Encontrar medidas mitigadoras da redução das perdas é um desafio das entidades gestoras de água. A Autarquia de Macedo de Cavaleiros identifica como medida prioritária o combate às fugas de água, sendo que uma das formas de executar esta ação é através da substituição de contadores volumétricos por contadores inteligentes.
Objetivo: O presente projeto tem como objetivo geral reduzir perdas de água como principal pilar da sustentabilidade de uma entidade gestora, com recurso à telemetria residencial, optando pela substituição de medidores de caudal (contadores), tendo os seguintes objetivos específicos: OE1: Aumentar a faturação em 25% nas zonas abastecidas e com contadores ultrassónicos e OE2: Diminuir as perdas de água no sistema em pelo menos 5%, após a substituição dos contadores.
Metodologia: O presente projeto insere-se na tipologia de estudo de caso único, aplicado na Autarquia de Macedo de Cavaleiros. Para atingir o objetivo proposto foi realizado um estudo quantitativo descritivo, baseado na recolha de dados inerentes ao parque de contadores, que permitirá aferir a redução das perdas de água, decorrente da substituição de contadores volumétricos por contadores inteligentes. Os dados irão ser registados através do Microsoft Excel, em folha de cálculo desenvolvida para o efeito, que permitirá a construção de um mapa de consumos por zona, antes e apos a substituição dos contadores.
Resultados: Os resultados obtidos foram de um aumento da faturação em cerca de 25%, na Zona 6 de abastecimento de água e uma diminuição de 5% das perdas de água.
Conclusões e recomendações: O objetivo primordial foi obter ganhos reais a nível económico e de sustentabilidade do sistema, o que ficou demonstrado ser conseguido com as medidas adotadas. Recomenda-se manter e modernizar a rede de distribuição de água, substituindo tubagens antigas e propensas a fugas por materiais mais duráveis e eficientes; a implementação de programas de sensibilização e de educação para o uso consciente da água junto dos consumidores, incentivando a adoção de práticas de poupança em residências e empresas.
Context and relevance: Global challenges demand consistent actions from institutions, translated into innovative and often urgent measures. New technologies are important tools in this transformation. Innovation should be a transversal capability of Public Administration, fundamental for both improving its processes as well as the services it provides2. Additionally, it should be emphasised that the reduction of water losses in supply systems is a worldwide concern. Research question: Identifying mitigating measures for the reduction of losses is a challenge for water management entities. The Municipality of Macedo de Cavaleiros recognises combating water leaks as a priority measure, and one way to implement this action is through the replacement of volumetric water meters with smart meters. Objective: The present project has the overall objective of reducing water losses as the main pillar of the sustainability of a management entity, using residential telemetry, opting for the replacement of flow meters (water meters), with the following specific objectives: SO1: To increase billing by 25% in the supplied areas with ultrasonic meters and SO2: To decrease water losses in the system by at least 5% after the replacement of the water meters. Methodology: The present project follows the single case study typology, applied in the Municipality of Macedo de Cavaleiros. To achieve the proposed objective, a descriptive quantitative study will be conducted, based on the collection of data inherent to the meter inventory. This grants the assessment of the reduction in water loss resulting from the replacement of volumetric meters with smart meters. The data will be recorded using Microsoft Excel, in a spreadsheet developed for this purpose, which will then permit the construction of a consumption map divided into zones, before and after the meter replacement. Results: The results obtained were an increase in invoices of around 25% in Water Supply Zone 6, and a decrease in water losses of 5%. Conclusions and recommendations: The primary objective was to achieve real gains at an economic and system sustainability level, which has been achieved with the measures adopted. It is fundamental to maintain and modernise the water distribution network, replacing old and leak-prone pipes with more durable and efficient materials. The implementation of awareness and education programs for the conscious use of water among consumers is recommended, encouraging the adoption of water-saving practices in homes and businesses.
