Abstract(s)
Os recentes desenvolvimentos verificados na Administração Pública, em geral, e nas políticas públicas,
em particular, têm levado a profundas alterações na forma como os diferentes níveis de Governo atuam
na resolução dos problemas públicos. A necessidade de se obter maior eficiência e maior impacto das
despesas públicas tem requerido um aprimoramento dos instrumentos e técnicas para a tomada de
decisão e avaliação das políticas públicas em vários países, e em particular, em Portugal. Ao longo dos
últimos anos, a gestão financeira dos municípios portugueses foi gravemente afetada por um conjunto
de fatores externos, dos quais se destaca a crise internacional, no final de 2008 e durante 2009. A
adesão ao Programa de Assistência Económica e Financeira (de maio de 2011 a 2014) impôs fortes
restrições orçamentais que também se fizeram notar nos municípios.
Neste contexto, a análise da eficiência dos Governos Locais torna-se ainda mais relevante quando os
tomadores de decisão autárquicos são confrontados com a escassez de recursos, como é o caso dos
municípios portugueses. Para além do mais, Portugal não tem um desenvolvimento económico e social
repartido de forma equitativa ou igual por todo o território, facto muito discutido pelos governantes do
país. Perante o exposto, o presente estudo pretende analisar a eficiência relativa das despesas por
funções municipais dos 308 municípios de Portugal, para o período de 2015. No sentido de compreender
se as decisões municipais relativas à alocação dos seus recursos se traduzem no resultado esperado
e de modo eficiente, este estudo procede a uma análise através da metodologia da análise envolvente
de dados (Data Envelopment Analysis). Como medida de produção foram definidos indicadores de
outputs relativos às funções selecionadas, utilizando dados disponíveis em fontes de dados externos.
Os resultados obtidos apontam para uma grande variabilidade nos níveis de eficiência em relação aos
grupos de municípios e funções das despesas analisadas, nas quais os grupos dos municípios de média
dimensão, do litoral, e das regiões do Algarve, Área Metropolitana de Lisboa e Região Autónoma da
Madeira, apresentam níveis de eficiência superiores às médias nacionais.
The recent development observed in Public Administration, in general, and in public policies, in particular, have led to profound changes in the way different Government levels act about public problems resolution. The need to obtain better efficient levels and effects on public spending has required improved tools and techniques directed to decision making and public policies evaluation in different countries, and in particular, in Portugal. Over the last years, financial management in Portuguese counties has been seriously affected by a set of external factors, of which the international crisis stands out, between 2008 and 2009. The accession of Portugal to the Programa de Assistência Económica e Financeira (from May 2011 to 2014) imposed severe budget restrictions which also were noticed in Portuguese municipalities. In the context, the efficiency analysis of local governments becomes even more relevant when municipal decision-makers are faced with resources scarcity, as in Portuguese counties. Furthermore, Portugal doesn’t present an equitable socioeconomic development regarding its regions and territory, a fact frequently discussed by the country's representatives. Based on that, the current study intends to analyze the relative efficiency levels of public spending, based on government functions, of all 308 Portuguese counties, regarding the year of 2015. Aiming to understand if municipal decisions about resources allocation are translated in the expected results in an efficient way, this investigation proceeds through the employment Data Envelopment Analysis (DEA) method. As production measurements, output indicators were defined relatively to the selected government functions, using available data from external data sources. The obtained results point to a great variability in efficiency levels between different groups of municipalities and government functions analyzed, of which medium-sized municipalities, along with coastal municipalities and the ones located in Algarve, Lisbon Metropolitan Area and Autonomous Region of Madeira, present superior efficiency levels when compared to the national averages.
