A eficácia organizacional do ensino superior agrário português

| dc.description.abstract | A avaliação da eficácia organizacional das instituições portuguesas de ensino superior agrário é o tema central deste artigo. O enquadramento teórico do tema revela a inexistência de consensos relativamente ao conceito estudado. Por essa razão, para fazer a construção teórica acerca da eficácia organizacional foi necessário recorrer ao uso de bases teóricas já existentes que permitissem pôr alguma ordem na confusão existente. Assim, às quatro dimensões de eficácia organizacional que podem encontrar-se no Modelo dos Valores Competitivos, nomeadamente, a dimensão burocrática, a dimensão humana, a dimensão sistémica e a dimensão racional; juntou-se uma nova dimensão que se apelidou de política. Os resultados mostram que os níveis de eficácia nos diferentes critérios são, globalmente, aceitáveis. Apesar disso, o critério da qualidade obtém uma classificação elevada. Analogamente, os aspectos comportamentais característicos da dimensão das relações humanas e da dimensão dos objectivos racionais foram mais valorizados pelos gestores de topo das instituições de ambos subsistemas.The organizational effectiveness assessment of the Portuguese agriculture higher education institutions is the article’s central theme. The theoretical framework reveals the inexistence of consensus about organizational effectiveness. For that reason, the theoretical construction is based on the Competitive Model Values. Four dimensions of organizational effectiveness can be found in this model, namely, the bureaucratic/economic dimension, the human dimension, the systemic dimension and the rational dimension. But, another dimension of organizational effectiveness can be found in the literature about management. The power and politics dimension includes investigator’s contributes that studied the organizational conflicts resolution through the use of power. The results reveal that effectiveness levels in the different criteria are, globally, acceptable. In spite of that, the quality criterion obtains a high classification. Similarly, the behavioral aspects of the human relations dimension and the rational objectives dimension are important to the top managers of both subsystems (universities and polytechnic institutes). | por |
