Abstract(s)
Este estudo pretende avaliar os efeitos dos Cursos de Jovens
Empresários Agrícolas realizados na Região de Trás-os-Montes, de
1987 a 1989, primeiros três anos de implementação do sistema de
financiamento no âmbito do Regulamento (CEE) 797/85.
Pretende-se dar respostas a questões como:
- Quem participa nos CJEA?
- O que motiva os participantes a frequentar os CJEA?
- É esta formação adequada ao nível de instrução da clientela
ou é indispensável outra formação académica?
- Correspondem os CJEA às expectativas dos participantes?
- Corresponde esta formação profissional, de facto, a novas
instalações?
- Contribui a formação profissional para uma efectiva mudança
das explorações?
- Terá um impacte regional expressivo?
O estudo foi efectuado por três fases distintas. Na primeira
fez-se uma caracterização geral dos participantes nos CJEA no
período considerado, a nível da Região, através da análise de todas as
fichas de inscrição, tendo em atenção as variáveis disponíveis, nomeadamente,
a idade, o sexo, as habilitações literárias e a distribuição
Na segunda fase utilizámos o método de investigação por
levantamento, com a administração de questionários a uma amostra
em duas Zonas Agrárias escolhidas, a Zona Agrária do Barroso e a
Zona Agrária de Lamego. Com os dados obtidos no inquérito, definimos
uma tipologia de resultados e assim, numa terceira fase, efectuámos
oito estudos de caso ilustrativos das mudanças verificadas nas
explorações dos jovens empresários e de outros efeitos resultantes da
participação nos CJEA.
Ao terminarmos discutimos os resultados, tendo em mente
as questões postas no início do estudo, e no último capítulo apresentamos
as conclusões gerais e algumas recomendações para futuro.
Em síntese, verifica-se que os participantes dos CJEA, no
triénio considerado, são mais jovens, com maior grau de instrução e
com maior participação do elemento feminino, relativamente a participantes
em acções de formação profissional anteriores; frequentaram
os CJEA para aumentarem os conhecimentos, recorrerem às ajudas
comunitárias, para promoverem a reconversão das explorações e se
instalarem como jovens empresários agrícolas; a maioria dos participantes,
se bem que com formações escolares diferentes, considera
bons os cursos que frequentou e, admite que adquiriu novos conhecimentos
e habilidades; a maioria apresentou projecto de investimento
no âmbito do Regulamento (CEE) 797/85 (dos quais a grande maioria
obteve aprovação); a maioria assumiu a gestão da exploração e
tornou-se membro de Cooperativas ou Associações de Agricultores.
Relativamente às diferenças verificadas entre as duas Zonas
Agrárias, observámos que em Lamego os participantes tinham maior
nível de instrução, assim como maior envolvimento de mulheres,
enquanto que no Barroso os formandos possuíam explorações agrícolas
bastante acima da média da Zona.
De acordo com os dados obtidos classificámos o impacte
dos CJEA em três níveis - grande, médio e pequeno - que reflectem,
de maneira global a aplicação dos conhecimentos adquiridos, bem
como formas distintas de interacção entre a formação e outros
factores, nomeadamente as características da exploração, os investimentos
realizados e a gestão da mesma.
The purpose of this study is to evaluate the results of Young Farmers’ Training Courses carried out in the Region of Trás-os- Montes, from 1987 to 1989, involving the first three years in the implementation of the financial system in the dictate of the (EEC) 797/ 85,legislation. The study intends to provide answers to questions such as: - Who participates in the Young Farmers’ Training Courses? - What motivates the participants to attend the Young Farmers’ Training Courses? - Is there adequate training in the participants level of schooling or is another type of academic training indispensable? - Do the Young Farmers’ Training Courses correspond to the expectations of the participants? - Does this professional training correspond, in fact, to the new installations on the farm? - Does the professional training contribute to an effective change of the farms? - Will it have a notable regional impact? The study was accomplished during three different stages. During the first stage a general characterization was done of all participants, at the Region’s level, through the analysis of all course application forms, taking into account the available variables, such as age, sex, level of instruction and geographical distribution. In the second stage, we used the survey method, with the administration of questionnaires of a sample in two chosen Agrarian Zones, Barroso and Lamego. With the data, we defined a tipology of results and, in a third stage, we made eight case studies that illustrate the changes that occurred on the farms of the Young Farmers and other effects that resulted from their participation in the Young Farmers’ Training Courses. In the last two chapters, we discuss the results, taking into consideration the questions raised at the initiation of the study, and present the general conclusions and some recommendations for future action. In summary, the study verifies that the course participants, in the considered period, are younger, have a higher level of schooling and a greater proportion are females,in comparison to participants in former actions of professional training.The data indicated that they participated to increase their know-ledge, to receive EEC support which promoted the reconversion of farms and to be installed as young farm entrepreneurs. The majority of the participants, even with a higher educational background, consider the courses that they attended, beneficial and admit that new skills and knowledge were acquired. Also, the majority presented an investment project in the extent of the Law (EEC) 797/85 (of which most were approved). And finally, the majority assumed the ownership of the property and became a member of Cooperatives or Agricultural Associations. Relatively to the differences verified between the two Agrarian Zones, we observed that in Lamego, the participants had a higher level of instrution, as well as a higher envolvement of women, though in Barroso the participants had farms well above the medium of their Zone. In accordance with the data, we classified the course impact in three levels - high, medium and low - reflecting, in general terms, the utilization of new knowledge and skills, as well as distinct forms of interaction between training and other factors, such as farmers’characteristics, farm investments and farm management.
