| dc.description.abstract | Faz-se imprescindível o entendimento do contexto histórico florestal para que haja compreensão da situação atual das florestas portuguesas, desde a composição florística e faunística, até as políticas, legislação e entidades competentes sobre o setor. A Política Florestal portuguesa é composta por um conglomerado de órgãos do setor público, privado e terceiro setor, com criação datada em meados do século XIX e que apresentou um grande desenvolvimento no século XX, regulamentando processos de extração de madeira e de bens e serviços não madeireiros. O contexto de globalização e ritmo exacerbado de aquecimento do planeta, trazem consigo ideais de redução de gases de efeito estufa e maior captação de carbono da atmosfera, utilizando-se de ferramentas governamentais para sua implementação, assim, o Intergovernmental Panel on Climate Change é visto como um importante ator no desenvolvimento da sustentabilidade mundial, assim como o Forest Stewardship Council e o Programme For The Endorsement Of Forest Certification, os quais delimitam a forma de implantação, condução e extração da matéria-prima florestal, de acordo com os protocolos dispostos por especialistas. Assim, encontra-se ao final da sessão de contextualização, uma discussão a respeito do enquadramento político-florestal português, quanto aos sistemas de certificação florestal, realidade dos incêndios florestais e atuação do governo no gerenciamento da área florestal, sugerindo, por fim, melhorias ao sistema da política florestal em Portugal, utilizando demais ferramentas de gestão territorial, como, por exemplo, o Pagamento por Serviços Ambientais e o uso consignado do território à mais de uma função extrativista. | pt_PT |
| dc.description.abstract | It is essential to understand the historical forest context in order to understand the current situation of Portuguese forests, from the floristic and fauna composition, to the policies, legislation and competent entities about the sector. The Portuguese Forestry Policy is made up of a conglomerate of public, private and third sector bodies, created in the mid-19th century and which showed great development in the 20th century, regulating the extraction of timber and non-timber goods loggers. The context of globalization and the exacerbated pace of warming of the planet, bring with it ideals of reduction of greenhouse gases and greater capture of carbon from the atmosphere, using government tools for its implementation, thus, the Intergovernmental Panel on Climate Change is seen as an important actor in the development of global sustainability, as well as the Forest Stewardship Council and the Program For The Endorsement Of Forest Certification, which delimit the form of implantation, conduction and extraction of the forest raw material, according to the protocols provided by experts. Thus, at the end of the contextualization session, there is a discussion about the Portuguese political-forest framework, regarding forest certification systems, the reality of forest fires and government action in the management of the forest area, suggesting, finally, improvements to the forestry policy system in Portugal, using other territorial management tools, such as, for example, Payment for Environmental Services and the consigned use of the territory to more than one extractive function. | pt_PT |
