- The importance of the dimensions of a smart city – a survey in small citiesPublication . Lopes, Isabel Maria; Oliveira, PedroThe pursuit of territorial rebalance through an investment in new development models for cities is adapting them to the new challenges (from demographic to environmental) and with a duty to turn them into smart cities without taking away their identity. However, the definition of smart cities and the measurement of their levels of sustainability, quality of life and wellbeing are still low-consensus topics, and so are the dimensions and sub-dimensions which should have most weight when classifying a city as a “smart city”. In this research work and by means of a survey, we intend to assess, as far as possible, which dimensions (Governance, Innovation, Sustainability, Inclusion and Connectivity) are seen as the most important for a city to be considered a smart city. The results are discussed in the light of literature and future works are identified with the aim to shed some light into such an emerging, promising and current field as this one of “smart cities”.

Lopes, Isabel Maria; Oliveira, PedroO principal objetivo da iniciativa smart cities é permitir que as cidades façam a gestão dos seus ativos de forma eficiente, apostando na inovação e criatividade, como forma de promover o desenvolvimento urbano sustentável e inclusivo. Quando se fala de uma área tão emergente e promissora como as cidades inteligentes, convém saber a relação destas com o turismo inteligente, isto em cidade de pequena e média dimensão e do interior do país. A Rede Portuguesa de Cidades Inteligentes integra 46 Municípios dispersos pelo território nacional. Verifica-se que são em menor número as cidades localizadas no interior do país. É evidente o crescente interesse turístico em Portugal principalmente nas grandes cidades. Foi esta evidência que despertou o presente estudo, que é saber se as cidades do interior do país e consideradas cidades inteligentes são alternativa para este fluxo turístico. Para responder a esta e outras questões foi feito um inquérito cujo resultado é apresentado neste estudo.

The main goal of the smart cities initiative is to enable cities to manage their assets efficiently, investing in innovation and creativity as a way to promote sustainable and inclusive urban development. When tackling such an emerging and promising area, it is important to know whether all cities can be fitted into this concept regardless of their size or location, thus promoting social equity throughout the whole territory. The Portuguese Smart Cities Network includes 46 municipalities throughout the national territory. There are a lower number of such cities located in the interior part of the country. This was one of the reasons leading to this research work aiming to find out whether a small/medium inland city can be considered a smart city. There are a number of measures of action that a city can explore in order to be considered a smart city. Considering the place under study, the aims of this research work are to ascertain what measures are being adopted to increase the efficiency of the city’s resources and services management and to what extent it can be considered a smart city

Quando se fala de uma área tão emergente e promissora como as cidades inteligentes, convêm saber se todas as cidades independentemente da sua dimensão e localização podem ser enquadradas nesse conceito, promovendo-se assim, igualdade social em todo o território Português. A Rede Portuguesa de Cidades Inteligentes integra 46 Municípios dispersos pelo território nacional. Verifica-se que são em menor número as cidades localizadas no interior do país. Foi esse um dos motivos que levou à presente investigação, que é saber se uma cidade do interior do país (regiões remotas) pode ser considerada uma smart city e em que dimensões aposta. Existe um conjunto de dimensões de atuação que uma cidade pode adotar para ser considerada uma smart city. Neste trabalho de investigação em relação à cidade em estudo, vão ser apuradas que dimensões adotam de forma a aumentar a eficiência na gestão dos recursos e serviços da cidade.

When talking about an emerging and promising area like smart cities, the topic of performance measurement has gained more relevance. The performance of smart cities involves measuring the progress of a territory, with regard to its ability to provide a better quality of life for its citizens. It is necessary to understand the territorial specificities, and to know how far technologies can be useful in these territories for a sustainable transition. It is in this context that the present study is based, which aims to assess which technologies the citizens of the urban territory in the province of Santa Elena in Ecuador, understand as striking, in order to measure the intelligent performance of that city. For that, a survey was made, and the results and conclusions presented in this study.

Embora a transformação digital esteja para além da incorporação de tecnologias, a mentalidade e cultura dos cidadãos em se adaptarem a essas alterações, tem de ser devidamente incutida. Com esta transformação tecnológica as cidades superam os desafios do passado e conquistam o futuro. Os recursos tecnológicos utilizados como um meio para prestar de forma eficiente diferentes serviços e melhorando a qualidade de vida dos cidadãos, transformam-nas em “smart cities”.
