Abstract(s)
As Instituições de Ensino Superior (IES) são consideradas, de uma forma
geral, importantes mecanismos de desenvolvimento regional. No entanto, devido às
actuais dificuldades económicas e às reduções orçamentais, é essencial que consigam
quantificar o impacto que as suas actividades têm na comunidade envolvente e no
respectivo desenvolvimento económico.
Em Portugal existem poucos estudos sobre o impacto económico das IES
nas regiões onde estão implantadas. Neste contexto, o caso do Instituto Politécnico
de Bragança (IPB) é particularmente interessante dado estar localizado numa região
muito isolada do Norte de Portugal.
Para medir o impacto económico do IPB foram seguidas duas abordagens:
pelo lado da procura e pelo lado da oferta.
Verificou-se, na abordagem pelo lado da procura, e de acordo com a estrutura
simplificada de avaliação dos impactos proposta neste trabalho, que o IPB
teve, no ano 2007, um impacto económico total de 52,0 milhões de euros, induziu
3.380 empregos, representando 8,2% do PIB dos concelhos de Bragança e Mirandela.
Na abordagem pelo lado da oferta, e seguindo o modelo proposto por
Bluestone (1993), estimou-se que os graduados de 2007, que permanecerão nos
concelhos em estudo, vão contribuir para os rendimentos do Estado na forma dos
seus impostos com 10,4 milhões de euros. Na perspectiva dos estudantes verificou-
-se que o capital humano criado pelo IPB através dos seus graduados ascendeu a
30,5 milhões de euros. Desta forma o PIB gerado pela existência do IPB é de 61
milhões de euros o que corresponde a 9,7% do PIB total dos concelhos de Bragança
e Mirandela e a 2,7% do PIB da região Alto Trás-os-Montes.
Com base no estudo realizado e aqui descrito, concluiu-se que o IPB
tem um impacto importante nos concelhos de Bragança e Mirandela gerando
importantes benefícios monetários para a economia na qual está inserido e para
o governo que o financia.

However, due to current economic difficulties and budget cuts it is essential that they can quantify the impact that their activities have in surrounding communities and in regional economic development. In Portugal there are limited studies about the HEI’s economic impact upon surrounding regions. As such, the case of the Instituto Politécnico de Bragança (IPB) is very significant since it is located in a very deprived region of North of Portugal. In order to measure the IPB’s economic impact, two approaches were followed: one from the demand-side and the other from the supply-side. On the demand-side, according to the simplified structured developed in this study, the IPB had, in 2007, an economic impact of 52.0 million euros and generated 3,380 jobs. This represented a contribution to the municipalities GDP of 8.2%. On the supply-side, following the Bluestone’s model (1993), the graduates from 2007 that will remain in the municipalities under analysis, Bragança and Mirandela, will pay in the form of taxes over 10 million euros to the Government. The graduates of the IPB will obtain 30.5 million euros in human capital. Therefore, the GDP generated by the existence of the IPB reaches 61 million euros. This amount represents 9.7% of Bragança and Mirandela’s GDP and 2.7 of Alto Trás-os-Montes’ GDP. In conclusion, according to the study developed, the IPB has a major impact in the municipalities of Bragança and Mirandela, generating important economic benefits to local economy and to the government.
