Abstract(s)
O presente trabalho de investigação é balizado pela seguinte pergunta de investigação: quais
os fatores que explicam ou motivam a apresentação de propostas de referendos locais em
Portugal? É nosso objetivo verificar a influência da teoria da escolha pública e dos custos de
transação políticos no comportamento dos políticos locais relativamente ao uso de
mecanismos de participação cívica, em concreto, aos referendos locais. O escasso recurso a
estes últimos está relacionado com critérios de racionalidade política ou de oportunismo
político, para lá do interesse público? Não terão os eleitos locais receio das suas
consequências políticas no caso de aprovação (ou não), sobretudo se a votação for no sentido
oposto ao que defendem? Podem os resultados colocar em causa a sua reeleição?
Os resultados apurados permitem aferir que a motivação para a apresentação de propostas de
referendos locais não se deve nem à cultura política, nem aos custos de transação políticos.
Esta investigação permite concluir que a apresentação de propostas de realização de
referendos locais não tem correlação positiva com a população e com o rendimento das
famílias nem com a competição política e, consequentemente, nem com os custos de
transação políticos. Os resultados parecem escrutinar uma outra linha de investigação, a qual
defende que o decisor político pode ser tentado a devolver a responsabilidade da decisão
política para o cidadão através do recurso ao referendo local por uma questão de oportunismo
político e com o claro intuito de não correr riscos políticos desnecessários, procurando depois
posicionar-se para continuar a retirar dividendos políticos.
This research work is based on the following research question: what factors explain or motivate the presentation of proposals for local referendums in Portugal? Our objective is verifying the influence of public choice theory and political transaction costs on the behavior of local politicians regarding the use of mechanisms of civic participation, particularly local referendums. Will the scarce recourse of local referendums be related to criteria as political rationality or political opportunism, beyond the public interest that politicians swear to defend? Are local elected officials afraid of their political consequences in the case of approval (or not), especially if the vote is against what they defend? Can the results call into question their reelection? Results show that motivation for presentation of local referendums proposals is due neither to the political culture nor to the political transaction costs. This research allows to conclude that presentation of local referendums proposals does not have a positive correlation with population and family income or with political competition and, neither consequently, with political transaction costs. Results seem to reveal another line of investigation, which argues that the political decision-maker may be tempted to return political decision responsibility to the citizen through local referendum for the sake of political opportunism and with the clear intention to avoid unnecessary political risks, then seeking to position himself to continue to draw political dividends.
