Abstract(s)
A certificação tem como finalidade comunicar e garantir a terceiros determinadas características de um produto ou de um Modo de Produção, que comprova que cumpre com os requisitos definidos. A Produção Integrada (PI) e o Modo de Produção Biológica (MPB) são modos de produção agrícola que têm por base um profundo conhecimento do ecossistema agrário, com o objetivo de produzir produtos de qualidade, usando práticas agrícolas que respeitem o equilíbrio dos agroecossistemas protegendo desta forma o ambiente e a saúde dos consumidores. A certificação destes modos de produção é obrigatória para que os operadores possam ter acesso às Medidas Agroambientais. O presente trabalho foi desenvolvido numa empresa que presta serviços de certificação e controlo de produtos agrícolas de origem vegetal, animal e apícola, abrangidos por regimes de qualidade, que faz a verificação do cumprimento de normas-regulamentos ou especificações técnicas, acreditado pelo Instituto Português de Acreditação (IPAC). E teve por objetivos a verificação dos procedimentos nas explorações agrícolas submetidas às Medidas Agro-Ambientais referentes ao Modo de Produção Integrada e Modo de Produção Biológico. A verificação decorreu através de visitas de campo e questionários a agricultores que realizaram contrato com o organismo de certificação, nos concelhos de Figueira de Castelo Rodrigo, Freixo de Espada À Cinta, Miranda do Douro, Mogadouro, Torre de Moncorvo e Vila Nova de Foz Côa, a fim de verificar se os operadores cumprem com a legislação e orientações dos Modos de Produção.
Nos concelhos avaliados, para PI e para MPB foi respetivamente os concelho de Mogadouro e Freixo de Espada à Cinta onde se procedeu a um maior controlo de área e também maior número de operadores. As culturas vegetais de Olival, Frutos Secos são as que representam maior impacto nas candidaturas do pedido único na maior parte dos concelhos em estudo. Apresentaram algumas não conformidades referentes às regras impostas que põem em causa a certificação dos produtos obtidos podendo não ser comercializado e rotulado com o logótipo do modo de produção. Contudo a classificação do risco é ausente ao nível das unidades de produção agrícola.
The purpose of certification is to communicate and guarantee to third parties certain characteristics of a product or a Mode of Production, which proves that it meets the defined requirements. Integrated Production (IP) and Organic Production Mode (MPB) are agricultural production methods based on a deep knowledge of the agricultural ecosystem, with the objective of producing quality products, using agricultural practices that respect the balance of agroecosystems protecting, in this way the environment and the health of consumers. Certification of these modes of production is mandatory for operators to have access to the Agro-environmental Measures. The present work was developed in a company that provides certification and control services for agricultural products of plant, animal and apicultural origin, covered by quality schemes, which verifies compliance with norms-regulations or technical specifications, accredited by the Portuguese Institute of Accreditation (IPAC). Its objectives were to verify the procedures on farms submitted to the Agro-Environmental Measures regarding the Integrated Production Mode and Biological Production Mode. The verification was carried out through field visits and questionnaires to farmers who contracted with the certification body in the municipalities of Figueira de Castelo Rodrigo, Espada À Cinta, Miranda do Douro, Mogadouro, Torre de Moncorvo and Vila Nova de Foz Côa , in order to verify that the operators comply with the legislation and guidelines of the Production Modes. In the municipalities evaluated, for PI and MPB, respectively, the municipalities of Mogadouro and Freixo de Espada à Cinta present the greater control of the area was carried out, as well as a larger number of operators. Vegetable crops of Olive groves and Nuts are the ones that have the greatest impact on single application in most of the counties under study. They presented some non-conformities concerning the imposed rules that call into question the certification of the products obtained and may not be marketed and labeled with the production mode logo. However, the classification of risk is absent at the level of agricultural production units.
